This study examines the current status and operation of strategic public procurement policies in major foreign countries in order to examine the process and performance of implementing innovative strategic public procurement policies in response to changes in the public procurement market, which has been recognized as an important policy implementation tool for supporting the growth and sales of SMEs. To analyze the status and performance of the strategic public procurement policy that Korea has been implementing since 2020, and to propose implications related to the improvement of the strategic public procurement policy, which may become a new important alternative to Korea's innovative SME support policy in the future, this study aims to contribute to resolving some of the practical and academic deficiencies in the field of strategic public procurement policy that are in the early stages of implementation. According to the analysis of major foreign cases, strategic public procurement policies are defined as innovative procurement procedures and regulations that support public needs and problems to be solved through innovative products, services, and technologies developed and supplied by private companies, and are being applied across the service sector as well as future new growth industries centered on manufacturing. In Korea, since 2020, the Innovative Product Designation System, a strategic public procurement policy aimed at lowering barriers to entry into the public procurement market for innovative products and services developed and supplied by SMEs and creating a nascent market to induce the growth of SMEs and provide groundbreaking public services, has been implemented, and despite its short implementation period, it has shown tangible and effective procurement results. Finally, the paper suggests policy improvements that need to be made so that Korea's strategic procurement policy can become an important policy for supporting SMEs in the future.

본 연구는 현재까지 중소벤처기업의 성장과 판로지원의 중요한 정책적 실행 수단으로 인식되고 있던 공공조달시장이 시대적 변화에 대응 하여 혁신적인 전략적 조달 정책으로 이행되는 과정과 성과를 살펴보기 위하여 해외 주요 국가들의 전략적 조달 정책 현황과 운영 사례를 고찰 해 보고, 이후 우리나라가 2020년부터 실행하고 있는 전략적 조달 정책 현황과 성과를 분석하여 향후 우리나라의 혁신적 중소벤처기업 지원 정책의 새로운 중요 대안이 될 수 있는 전략적 조달 정책의 개선과 관련되는 시사점을 제안해 봄으로써 도입 초기에 있는 전략적 조달 정책 관 련 분야의 실무적, 학술적 부족 부분을 일정 부분 해소하는데 기여하는 것을 목적으로 하고 있다. 해외 주요 사례분석 결과, 전략적 조달 정책은 공공의 수요 및 문제점을 민간기업이 개발·공급하는 혁신적 제품, 서비스, 기술을 통하여 해결할 수 있도록 지원하는 혁신적인 조달 절차와 규정으로 정의되며, 제조업 중심의 미래 신성장 산업뿐만 아니라 서비스 분야 전반에 걸쳐 적용이 확대 되고 있는 것을 살펴볼 수 있다. 우리나라의 경우에도 2020년부터 중소벤처기업이 개발·공급할 수 있는 혁신적 제품과 서비스의 공공조달시장 진입장벽을 낮추고 초기 시장을 창출하여 중소벤처기업의 성장을 유도함과 동시에 획기적인 공공서비스를 제공하기 위한 전략적 조달 정책인 혁신제품 지정제도를 시행하고 있는데, 길지 않은 시행기간에도 불구하고 가시적이며 유효한 조달성과를 보이고 있음을 살펴볼 수 있다. 마지막 으로 우리나라의 전략적 조달 정책이 향후 중소벤처기업 지원에 대한 중요 정책이 될 수 있도록 정책적 개선이 필요한 사항을 제시하였다.
