The purpose of this study is to investigate the institutional pressures (regulatory and normative pressures) affecting the sustainable development of SMEs in the institutional environment and to analyze the role of R&D intermediary organizations in this process. This study conducted an empirical test using the PLS structural equation model based on 104 data sets for SMEs located in Chungbuk Province to verify the hypothesis. The analysis found that regulatory pressure had a positive impact on sustainable development, but there was no significance between normative pressure and sustainable development. In addition, the moderating effect of R&D intermediary organizations between regulatory pressure and sustainable development was not significant, but it was confirmed that the moderating effect of R&D intermediary organizations had a significant effect between normative pressure and sustainable development. These empirical results show that the role and function of R&D intermediary organizations can vary depending on the type of institutional pressures. Based on these discussions, this study presented significant strategic implications for researchers and practitioners by expanding discussions on sustainable development from an institutional perspective and considering the role of R&D intermediary organizations.

본 연구는 제도적 환경에서 중소기업의 지속가능한 발전에 미치는 제도적 요인을 고찰하고, 이 과정에서 연구개발 중간조직이 어떠한 역할 을 할 수 있는지에 대해 분석했다. 본 연구는 가설 검증을 위해 충청지역 소재 중소기업 기업을 대상으로 한 104부의 설문조사 데이터를 기반으 로, PLS 구조방정식을 활용해 실증분석을 수행했다. 분석 결과, 규제적 압력이 지속가능한 발전에 유의한 영향을 미친다는 것을 발견했으나, 규범적 압력과 지속가능한 발전 사이에서는 통계적 유의성이 나타나지 않았다. 한편, 규제적 압력과 지속가능한 발전 사이에서 연구개발 중간 조직의 조절 효과는 통계적 유의성이 나타나지 않았으나, 규범적 압력과 지속가능한 발전 사이에서는 연구개발 중간조직의 조절 효과가 유의 미한 영향을 주는 것을 확인했다. 이러한 결과는 연구개발 중간조직의 역할과 기능이 제도적 압력의 유형에 따라 달라질 수 있음을 보여준다. 이러한 논의를 바탕으로 본 연구는 제도적 관점에서 지속가능한 발전에 대한 논의를 확장하고, 연구개발 중간조직의 역할을 고찰함으로써 연 구자와 실무자들에게 유의미한 전략적 시사점을 제시했다.
