Efficient budget planning, which is the basis for demand forecasting in the process of establishing and operating welfare facilities, can be seen as a key area where an economic approach can contribute in the field of social welfare. Economics is the study of optimal choices and resource allocation under limited resources, providing a basis for discretionary judgments on factors like demand and supply, costs and benefits. This study reviews cases of feasibility studies for the construction of youth independence support facilities in Seoul city and examines various ways to apply economic methodology to estimating demand for facilities. This study uses an econometric model that considers various factors that affect the occurrence of children subject to protection over the next 30 years. The size of children subject to protection that will occur was estimated, and based on this estimate, the size of children who have ended protection, who are the core users of the facility, was estimated. Research results indicate that the potential demand for child independent support facilities is projected to increase from 1,542 in 2020 to 3,231 by 2030, followed by a continuous decline to 1,623 by 2047. In addition, the predicted values of children subject to protection and children who have ended protection, estimated using the prediction model, are in line with the actual observations. This study is a rare example of applying a rigorous quantitative analysis method in estimating the demand for welfare services, and provides important implications for practitioners conducting welfare facility feasibility studies. In particular, rigorous demand forecasting using quantitative analysis methodologies is a convergent field that should be continually developed to enhance efficiency in the field of social welfare.

복지시설의 건립과 운영과정에서 수요예측에 기반한 지출 효율화 노력은 사회복지 분야에서 경제학적 접근이 기여할 수 있는 핵심영역이 라 볼 수 있다. 경제학은 제한된 자원하에서 최적의 선택과 자원배분을 연구하는 학문으로, 수요와 공급, 비용과 편익 원리 등 효율성을 평가할 수 있는 재량적 판단 근거를 제공한다. 본 연구는 서울시의 아동자립지원시설 건립을 위한 타당성 조사 사례를 검토하여 복지시설의 수요추정 을 위해 계량모형을 활용하는 방안을 검토한다. 본 연구는 보호대상 아동의 발생에 영향을 미치는 다양한 요인을 고려한 계량모형과 출생률에 대한 시나리오 분석을 통해 향후 30년 동안 발생할 보호대상 아동의 규모를 추정하여, 이 예측치를 기준으로 시설의 핵심 이용자인 보호종료 아동의 규모를 추정하였다. 본고의 연구 결과에 따르면 아동자립지원시설의 잠재적 수요자인 5년 누적 보호종료 아동은 2020년에 1,542명이 발생하여 2030년까지 3,231명으로 증가하다가 이후 지속적으로 감소하여 2047년에 1,623명이 발생할 것으로 예측되었다. 또한 모형을 이용 하여 추정한 보호대상 아동 및 보호종료 아동의 예측치가 실제 관측치에 매우 근접함을 확인하였다. 본 연구는 복지 서비스의 수요를 추정함에 있어 정량분석 방법을 적용한 하나의 사례로, 복지시설 건립의 타당성 검토를 수행하는 실무자들에게 유용한 시사점을 제공한다. 특히 정량분 석 방법론을 이용한 수요 예측 방법론은 사회복지 분야의 효율성 개선을 위해 지속적으로 발전시켜야 할 융합 학문 분야이다.
