The purpose of this study is to examine the significance and current status of the autonomous police system and to suggest future development plans for the autonomous police system. For this purpose, data were collected from local residents and police officers living in Gyeongsangbuk-do as subjects of the study. Data collection was analyzed through an online survey targeting local residents and police officers. As a result of the analysis, there is a sense of distance between the two groups despite the fact that the police and local residents have a need for autonomous police and recognize that a cooperative system with the police is important to build a safe community. Residents are active in guaranteeing citizens' suffrage and the right to supervise the police, but the police are aware of the activities of the autonomous police, but are passive in organizing the local civil police council or the autonomous police committee. In addition, the police believe that the decentralization of police administration, the change in the perception of police leaders, and the introduction of a complete self-governing police system are important. From this point of view, the police should prepare a legal and institutional device related to the autonomous police by forming a citizen-centered autonomous police committee and a regional civil-police consultative body. On the other hand, residents should maintain an attitude of trusting and respecting the police, who are experts, with continuous interest and active participation in the autonomous police system.

우리나라는 해방 이후부터 자치경찰제도 도입에 대한 수많은 논의 과정을 거쳐 2021년 7월 1일부터 본격적인 자치경찰제도를 시행하고 있다. 자치경찰제도는 지역주민의 복리민 복을 위하여 경찰과 주민이 공동으로 치안 문제를 진단하고 처방하는데 의의가 있다. 이 러한 맥락에서 경찰과 주민은 자치경찰제도에 대하여 어떤 생각을 가지고 있는지 궁금하 다. 본 연구는 자치경찰제도의 의의와 현황을 살펴보고 향후 자치경찰제도의 발전방안을 제시하는 데 목적을 두고 있다. 이를 위하여 경상북도에 주소를 두고 있는 주민과 경찰관 을 연구의 대상으로 자료를 수집하였다. 자료수집은 지역주민과 경찰공무원을 대상으로 온라인 설문조사를 통하여 이루어졌다. 분석 결과, 경찰과 지역주민은 자치경찰에 대한 필요성에 대한 인식과 안전한 지역사회 구축을 위하여 경찰과 협조체제의 중요성을 공감 하면서도 두 집단 간에는 거리감을 가지고 있다. 주민은 시민참정권 보장과 경찰에 대한 주민 감독권에 대해서 적극적이지만, 경찰은 자치경찰의 활동 내용에 대해 이해하고 있으 면서도 지역단위 민경협의체 구성이나 자치경찰위원회의 구성에는 소극적이다. 또한 경찰 은 경찰행정의 분권화와 경찰 지도자의 인식 변화 및 완전한 자치경찰제도의 도입이 중 요하다고 보고 있으나 주민에 대한 정보공개 및 홍보, 지방경찰 장 승진에 주민 의견 반 영 등에 관해서는 소극적인 견해를 가지고 있다. 이러한 관점에서 볼 때 경찰은 주민 중 심의 자치경찰위원회를 구성하고, 지역단위 민경협의체를 구성하며 자치경찰과 관련된 법 제도적 장치를 마련해야 한다. 한편 주민은 자치경찰제도에 대한 지속적인 관심과 적극적 인 참여의식을 갖고 전문가인 경찰을 신뢰하고 협력하는 자세를 가져야 한다.
