The purpose of this study is to analyze the EU drug control strategy and its implications for Korea's drug policy in light of the internationalization trend of drug crime. The drug problem has been a major concern since the inception of the EU. Currently, the EU is not only a drug consumption market but also a hub for drug manufacturing, smuggling, and transit. The European Union's "EU Drug Control Strategy" can have implications for Korea's drug control policy, which is currently dealing with the challenges of drug crimes becoming more internationalized and organized by criminal organizations. First of all, the European Union establishes a drug control strategy by conducting scientific analysis and evidence-based fact-finding centered on The European Monitoring Centre for Drugs and Drug Addiction. Based on this, a comprehensive and three-dimensional policy is promoted by setting an action plan according to strategic priorities. Next, the European Union's drug policy is pursuing a human-centered, human-rights-friendly approach. Examples include eliminating obstacles to access to treatment and support services and expanding personalized treatment and support services, eliminating social stigma for users, introducing dedicated treatment and support systems considering women's characteristics, and promoting and ensuring compliance with international human rights standards and obligations. Finally, European drug policy has a method of promoting a proactive mode through policy development and innovation based on scientific evidence. It is proactively responding to the European drug problem by conducting scientific analysis and prediction based on infrastructure such as the “European Monitoring Centre for Drugs and Drug Addiction” and the “Reitox Network”.

본 연구는 EU 마약통제전략에 대한 분석을 통해 마약범죄의 국제화 추세에 따른 우리나라 마약 정책에의 시사점을 찾는 것을 목적으로 한다. 마약문제는 유럽연합 탄생 초기부터 주요 관심사가 되었고, 현재 EU는 마약소비 시장만이 아니라 마약류의 제조, 밀수출 및 경유지로 이용되고 있다. 이런 배경에서 유럽연합의 ‘EU 마약통제전략’은 마약범죄의 국제화 및 범죄조직화 문제에 직면하 고 있는 우리나라 마약통제정책에 시사점을 줄 수 있다. 우선, 유럽연합에서는 ‘유럽 마약 및 약물 중독 감시센터’를 중심으로 과학적 분석과 증거 기반의 실태분석을 실시하여 마약통제전략을 수 립한다. 이를 기초로 전략적 우선순위에 따라 실행계획을 설정하여 종합적이고 입체적인 정책을 추진하고 있다. 다음으로, 유럽연합의 마약정책은 사람 중심의 인권친화적인 추진방식을 추구하 고 있다. 치료 및 지원 서비스의 접근 장애 요소를 제거하고 개인 맞춤형 치료 및 지원 서비스를 확대하는 점, 이용 대상자에 대한 사회적 오명 해소, 여성의 특성을 고려한 전용 치료 및 지원제도 도입, 국제협력 분야에서 국제 인권 기준과 당사자들의 의무 준수를 촉진하고 보장하는 점 등은 대표적인 사례들이다. 마지막으로, 유럽 마약정책은 과학적 증거에 근거한 정책 개발과 혁신을 통한 사전 예방 모드의 추진방식을 갖는다. ‘유럽 마약 및 약물 중독 감시센터’와 ‘레이톡스 네트워 크’와 같은 인프라를 바탕으로 과학적인 분석과 예측을 함으로써 유럽 마약문제에 대해 선제적으 로 대응하고 있다.
