Since the launch of the Daedeok Research Complex in 1974, the history of the R&D Special Zone has now passed half a century. Until now, national R&D has been constantly demanded to shift its paradigm from a fast follower to a first mover, and the importance of a regional-led technological innovation system is being emphasized, as can be seen in the Yoon Suk Yeol government's national tasks. Among these, the role and importance of the R&D Special Zone, an industry-academic cluster, is high as a test bed for start-ups and new technologies. In the complex policy environment surrounding the R&D special zone, evidence-based policies are important, and for this, connection with the academic field is essential. Therefore, this study analyzed the research trends of R&D special zones academically considered through topic modeling analysis of 98 domestic studies related to R&D special zones through the search for the KCI, a Korea citation index. This was compared with the main policy of the R&D Special Zone, the 「Comprehensive Plan for the Promotion of the R&D Special Zone(1st to 4th)」. Furthermore, through network analysis, policy implications were derived. The R&D special zone, which can be seen as the beginning of Korea's science and technology policy, should be able to go beyond the physical space of science and technology R&D and demonstration projects and become the center of science and technology policy.

1974년 대덕연구단지 출범 이후 연구개발특구는 이제 그 역사가 반세기를 지나고 있다. 그동안 국가연구개발은 모방 중심의 추격자(Fast Follower)에서 선도자(First Mover)로서의 패러다임 전환을 끊임없이 요구받고 있으며, 윤석열 정부 국정과제에서도 볼 수 있듯이 지역주도의 기술혁신체계에 대한 중요성이 강조되고 있다. 이러한 가운데 창업과 신기술의 테스트베드로서 산학연 클러스터인 연구개발특구의 역할과 중요성은 높다고 할 것이다. 연구개발특구를 둘러싼 복잡한 정책환경 속에서는 증거기반 정책이 중요하며 이를 위해서는 학문의 영역과의 연계가 필수적이다. 이에 본 연구는 한국학술지인용색인(KCI) 검색을 통해 연구개발특구와 관련된 98건의 국내 연구를 토픽모델링 분석을 통해 연구개발특구가 학문적으로 고찰된 연구경향성을 분석하였다. 이를 연구개발특구의 주요정책인「연구개발특구 육성종합계획(1차~4차)」과 비교하였다. 나아가 네트워크 분석을 통해 실무적 영역의 관심도를 도출하고 이를 정책, 연구경향과 비교하여 정책적 시사점을 도출하였다. 우리나라 과학기술정책의 시작이라 볼 수 있는 연구개발특구는 단순히 과학기술 연구개발, 실증사업의 물리적 공간에서 나아가 과학기술정책의 구심점이 될 수 있어야 할 것이다.
