The Innopolis is a policy initiative that aims to spread the R&D achievements of public research institutes and promote balanced national development. However, there is a concern that the growth of Innopolis and regional development may not be able to coexist. The Jeonbuk Innopolis is an innovation cluster that is composed mainly of regional organizations of government-funded research institutes. As the national innovation system and the regional innovation system interact in a complex way, the system may experience system delays. This study examined the innovation process related to regional interaction of regional organizations of government-funded research institutes within the Jeonbuk Innopolis. The analysis showed that the regional organizations within the regionally connected Innopolis relatively interact with each other in the innovation input and process. However, the technology commercialization and technology transfer of regional-linked regional organizations were low, indicating that system delays occurred in the part of innovation output. As implications, enhancement of the innovation capacity of local enterprises that can accept innovative output through cooperation between the nation and the region, and planning of joint research projects between local organizations and local enterprises are suggested.

연구개발특구는 공공연구기관의 연구개발 성과 확산과 국가균형발전이라는 제도화된 정책수단이지만, 현재까지 특구의 성장과 지역의 발전이 상호 공존하지 못하는 문제점을 지니고 있다. 특히 전북연구개발특구는 정부 출연(연) 지역조직이 중심으로 구성된 혁신클러스터로 국가혁신체계와 지역혁신체계가 복합적으로 작동되면서 시스템 지체를 겪고 있다. 이에 본 연구는 전북연구개발특구 내 정부 출연(연) 지역조직의 기술경영적 시스템 지체와 이를 개선하기 위한 방안이 무엇인지를 살펴보았다. 분석결과, 지역연계형 특구내 지역조직은 혁신투입과 혁신과정에서는 비교적 상호작용이 작동되는 것으로 확인되었다. 반면 지역연계형 지역조직의 기술사업화 및 기술이전은 낮게 나타나 산출 분야에서의 시스템 지체가 발생하는 것으로 나타났다. 시사점으로 국가와 지역이 협력하여 혁신산출을 수용할 수 있는 지역기업의 혁신역량 제고, 지역조직과 지역기업의 공동연구과제 기획 등을 제시하였다.
