This study selects the improvement of the drone(ultra-light flying device) as a research subject and aims to examine the appropriateness of theoretical learning and practical skill evaluation. To this end, the state of management of ultra-light flying device institutions has been investigated, based on regulations regarding the Aviation Safety Act and ultra-light flying devices. And the interviews on certificate applicants and institution representatives have been conducted. The result of this research are as follows: First, as the scope of application/usage of ultra-light flying devices has expanded, the interest and will towards acquiring drone certificates of applicants are extremely high. Thus, the certification system should take place periodically to ensure consistent fulfillment of the role as an instructor(guidance controller & performance evaluation controller) even after obtaining a first-class controller license. Second, with the end of Covid-19, demand for on-site training for ultra-light flying devices has surged. Therefore, it is necessary to expand the current instructor and controlling license (class 1-4 ) to different fields. To this end, the proposal of this research is as follows: Administrative institutions ought to seek not only the measures to supplement and expand the certification system of ultra-light flying devices, but also the measures for refresher training. For instance, it is necessary to review the renewal systems such as refresher training, even after acquiring drone license. In addition, an effective certification system must be implemented for general control license holders to be able to become experts in diverse fields.

본 연구는 드론(초경량비행장치) 자격증 개선을 연구대상으로 선정하고, 이론교육 및 실 기평가의 적절성을 살펴보는데 그 목적이 있다. 이를 위하여 항공안전법 및 초경량비행장 치 관련법규 등을 바탕으로 초경량비행장치 교육기관의 운용 등을 살펴보았다. 그리고 교 육기관 담당자들과 자격증 응시생들을 대상으로 심층면담을 실시하였다. 본 연구에서 정 리한 결과는 다음과 같다. 첫째, 초경량비행장치의 활용 범위가 확대됨에 따라 드론 자격증 취득에 대한 응시생들 의 관심과 의지가 대단히 높다. 따라서 1종 조종 자격증 취득 이후에도 교관(지도조종자 및 실기평가조종자) 역할을 충실히 할 수 있도록 정기적인 인증제도 등이 필요하다. 둘째, 코로나19 팬데믹이 마무리되면서 초경량비행장치 등에 대한 현장 교육수요가 급증했다. 따라서 현재와 같은 교관 및 조종(1종∼4종)자격증을 다양한 분야로 확대할 필요가 있다. 이를 위해 본 연구에서는 다음과 같은 내용을 제안하고자 한다. 행정기관은 초경량비행 장치 자격제도 보완 및 확대뿐만 아나라 보수교육 등에 대한 방안들도 추진할 필요가 있다. 예를 들어 드론 자격증 취득 이후에도 보수교육 등과 같은 갱신제도 등을 검토할 필요가 있다. 또한 일반 조종 자격증 보유자들이 다양한 분야의 전문가가 될 수 있도록 실효적인 자격제도를 운용해야 한다.
