According to statistical data released by GTD and the National Intelligence Service, the number of terrorist attacks has decreased by about 50% from the average of the previous five years, but the rate of deaths per case has more than doubled. In addition, it was confirmed that one of the reasons for the rapid increase in the number of deaths was that the target of terrorism was changing to private multi-use facilities. Fortunately, there have been no direct terrorist attacks linked to international terrorist organizations in Korea yet, but various research data show that the risk of terrorist attacks on domestic multi-use facilities is gradually increasing. Regarding the response to terrorism, Korea already has a strong anti-terrorism organization and preparation system centered on important facilities or major public institutions related to the state or government. However, the preparedness of private multi-use facilities, which have recently been the main target of terrorism internationally, is still relatively insufficient, so it is necessary to prepare appropriate countermeasures are needed. Therefore, this study tried to grasp the frequency, target, and damage of recent international terrorism, focusing on various academic studies and data published by major institutions, and to synthesize and analyze various methods and policy suggestions proposed to prepare for such terrorism. This study confirmed that appropriate counterterrorism activities in private multi-use facilities are meaningful in that they can prevent large-scale casualties in case of an emergency by establishing a complex response system along with a crime prevention and safety management system.

GTD, 국정원 등에서 발표한 통계자료에 따르면 2016년을 기점으로 테러의 발생 수는 전년 5개년도 평균 대비 약 50% 감소하였으나, 건당 사망자 비율은 두 배 이상 증가하였다. 그리고 이처럼 사망자가 급증한 원인 중 하나로 테러 대상이 민간 다중이용시설로 바뀌어 가는 것에 있음을 확인할 수 있었다. 다행히도 국내에서는 아직 국제 테러 조직과 연계된 직접적 테러 공격 시도는 없었지만, 다양한 연구자료에 따르면 국내 다중이용시설 테러 공격 위험성은 점차 높아지고 있다고 본다. 테러 대응과 관련해서 우리나라는 국가나 정부 관련 중요시설 또는 주요 공공기관을 중심으로 이미 강력한 대테러조직과 대비체계를 구축하고 있는 편이다. 하지만 최근 국제 적으로 테러의 주요 공격대상이 된 민간 다중이용시설의 대비상태는 아직 상대적으로 미 흡하여 적절한 대비책 마련이 필요하다고 본다. 따라서 이 연구는 최근 국제 테러의 발생빈도, 공격대상 및 피해 현황을 각종 학술연구 와 주요 기관에서 발표된 자료를 중심으로 파악하고 이러한 테러에 대비하기 위해 제시된 다양한 방법과 정책적 제언을 종합, 분석하고자 하였다. 이번 연구를 통해 민간 다중이용시설 내에서의 적절한 대테러 활동은 범죄예방, 안전관 리 체계와 더불어 복합적 대응체계로 구축되어 유사시 대규모 인명피해를 예방할 수 있다 는 부분에서 그 의미가 있음을 확인하였다.
