This study intensively analyzed the characteristic influencing whether or not to promote technology commercialization targeting companies with a history of technology transfer within the last 5 years. Through this, effective policies were prepared to enhance the utilization of national R&D, and furthermore, to present appropriate policy alternatives for technology commercialization required in a changing era. The results of the study are as follows. First, the implication of government policy in relation to technology commercialization is that in order to promote technology commercialization derived from technology transfer, it is necessary to establish an R&D-oriented policy direction that can systematically establish an R&D cooperation system at the national level. For its smooth operation, the R&D-related budget should also be expanded. Second, it is necessary to provide opportunities for supply and demand exchange so that local companies can understand the technology status created by public research institutes and universities and recognize commercialization support programs. Third, the performance of technology commercialization continuously demands quantitative and qualitative growth, but compared to the quantitative growth, some qualitative items show stagnation. The lack of professional development manpower for commercialization of the transferred technology also acts as a stumbling block. Therefore, in order to improve qualitative growth, it is also necessary to improve the system related to fostering experts in the overall technology commercialization.

본 연구는 최근 5년 이내 기술이전 이력이 있는 기업을 대상으로 기술사업화 추진 여부에 영향을 미치는 특성들을 분석하여, 실효성 있는 정책을 마련함으로써 국가 R&D 활용도를 제고하고 나아가 변화하는 시대에 요구되는 적합한 기술 사업화 정책대안을 제시하고자 하였다. 연구의 결과는 다음과 같은 시사점을 확인하였다. 첫째, 기술사업화 관련하여 정부 정책과 관련된 시사점으로는 기술이전에서 파생되는 기술사업화의 촉진을 위해서는 국가적 차원에서 R&D 협력체계가 시 스템적으로 구축될 수 있는 정책 방향 설정이 필요하다. 둘째, 지역 내 기업이 공공연구기관, 대학 등에서 창출되는 기술 현황을 파악하고, 사업화 지원 프로그램 등을 인지할 수 있도록 수요·공급 교류의 기회를 마련하는 것이 필요하다. 셋째, 기술사업화 성과의 질적 성장을 위해 개발 인력이 부족하다는 점도 걸림돌로 작용하니, 질적 성장을 제고하기 위해서 기술 사업화 전반에 대한 전문 인력 양성과 관련된 제도의 개선 또한 필요하다.
