According to the Sports Industry White Paper, 86.7% of the sports industry businesses had 4 or less employees. These results mean that small and medium-sized sports companies play a pivotal role in the sports industry. Accordingly, the government is implementing various support policies and systems for small and medium-sized sports companies, but their effectiveness is insufficient due to several limitations. In this study, we tried to propose a solution by analyzing the laws and regulations related to small and medium-sized sports companies, the support system, and their limitations. A total of three limitations were presented: the lack of laws and regulations related to small and medium-sized sports companies, the limitations of the sports intangible asset valuation system and the sports industry financing system. As an improvement plan related to this, the need to analyze the legal definition of small and medium-sized sports companies within the scope of support projects for small and medium-sized sports companies and to stipulate them in the ｢Sports Industry Promotion Act｣ and the ｢Sports Industry Promotion Act Enforcement Decree｣ was suggested. In addition, a plan to establish a professional organization to increase the utilization of sports intangible assets through objective valuation and a plan to form a consultative body involving small and medium-sized sports companies and governments to prepare consumer-centered policies and systems were proposed.

스포츠산업 백서에 따른 스포츠산업 사업체 중 종사자 수가 4인 이하인 경우가 86.7%에 달하는 것으로 조사되었다. 이러한 결과는 스포츠산업의 중추적인 역할을 하 는 것이 영세한 중소 스포츠기업이라는 것을 의미한다. 이에 정부는 중소 스포츠기업 을 대상으로 다양한 지원 정책 및 제도를 시행하고 있지만 몇 가지 한계점으로 그 실효 성은 미흡한 실정이다. 본 연구에서는 중소 스포츠기업 관련 법규정, 지원 제도 및 그 한계점을 분석하여 그에 대응하는 해결방안을 제시하고자 하였다. 한계점은 총 세 가지로 중소 스포츠기 업 관련 법규정의 미흡, 스포츠 무형자산 가치평가 제도 및 스포츠산업융자 제도에 관한 한계를 제시하였다. 이와 관련한 개선방안으로 중소 스포츠기업 대상 지원사업의 범위에서 중소 스포츠 기업의 법적 정의를 분석하여 ｢스포츠산업진흥법｣과 ｢스포츠산 업진흥법 시행령｣에 이를 규정할 필요성을 제시하였다. 또한 객관적 가치평가를 통한 스포츠 무형자산의 활용도를 높이기 위한 전문기관 설치 방안, 수요자 중심의 정책 및 제도 마련을 위해 중소 스포츠기업, 정부 등의 당사자가 참여하는 협의체 구성에 대한 방안을 제시하였다.
