Airworthiness certification refers to repeatedly testing, verifying, and certifying the flight safety of aircraft in the process of designing, manufacturing, and operating aircraft manufactured, modified, and improved by government representative organizations. In the case of civil aircraft, the International Civil Aviation Organization (ICAO) recommends that the ｢Aviation Safety Act｣ stipulate the relevant grounds, and the Airworthiness Authority (Aviation Policy Office) and the Korea Institute of Aviation Safety Technology (KIAST) provide relevant airworthiness certification. In addition, in the case of military aircraft, the Ministry of National Defense Acquisition Program Administration (Defense Promotion Agency Certification Planning Division), supervising institutions (air force, army), specialized institutions (air force, army, navy, Agency for Defense Development, Defense Agency for Technology and Quality) airworthiness certification and airworthiness maintenance of military aircraft doing the job However, in the case of aircraft of state agencies (police and customs), they are classified as military aircraft according to the ｢Miltary Aircraft Airworthiness Certification Act｣, but there is no authority for airworthiness certification or a specialized agency in charge of remodeling and improvement, and there is no authority for airworthiness certification, so the defense business It is being certified by the certification planning department of the government office. In this regard, we would like to present the direction of operation of airworthiness certification agencies for the modification and improvement of rotary wing aircraft by national agencies (police, customs office).

한국어

감항인증(堪航認證, Airworthiness Certification)이란 제작·개조·개량되는 항공기의 비행안전성 여부를 설계·제작·생산·운영하는 동안 정부 대표기구가 반복적으로 시험· 검증·입증 후 인증하는 것을 의미한다. 민간항공기의 경우는 국제민간항공기구(ICAO) 권고로 ｢항공안전법｣에 관련 근거를 규정하고 있으며, 감항당국(항공정책실)과 항공 안전기술원(KIAST)이 설치되어 항공기 운영과 관련한 감항증명 및 감항성 유지업 무를 수행하고 있다. 또한 군용항공기의 경우｢군용항공기 비행안전성 인증에 관한 법률｣에 관련 근거를 두고 국방부 방위사업청(방산진흥국 인증기획과)과 주관기관 (공군, 육군), 전문기관(공군, 육군, 해군, 국과연, 기품원) 등에서 군용항공기 감항인 증 및 감항성 유지업무를 수행하고 있다. 하지만 국가기관(경찰·세관용)회전익항공기 는 ｢군용항공기 비행안전성 인증에 관한 법률｣에 군용항공기로 분류되어있으나, 항 공기의 개조·개량에 대한 업무를 담당하는 전문기관과 감항인증의 권한이 없어 방위 사업청 인증기획과에 인증을 받고있는 실정이다. 따라서 국가기관(경찰·세관용) 회전 익항공기의 개조·개량에 대한 감항인증 권한과 전문기관 운영 방향에 대해 제언하고자 한다.
