The COVID-19 pandemic has made us aware of the dangers of infectious diseases and the need to prevent and respond to infections in everyday life. Vessels are very vulnerable to the spread of infection because they are both isolated and closed, and maintaining operational continuity is very important for public vessels in carrying out public duties. In particular, the patrol ships are at a very high risk of secondary damage due to loss of operational continuity due to the spread of infection on board. In this study, the policies and literature of domestic and overseas cases related to infection prevention and response on ships were investigated and analyzed. The Korea Maritime Transportation Safety Authority (KOMSA) developed the ‘the Standard of Shipboard Infection Prevention (SIP)’ and certified public ships. An evaluation of the development of the standard was conducted to determine the applicability and objective effectiveness of the SIP for patrol ships. The recent declaration of the end of the COVID-19 pandemic by the World Health Organization (WHO) does not mean that humanity has become completely free from infectious diseases. When a new type of infectious disease occurs in the future, it is expected that the standard certification for the prevention and response of patrol ships on board will be a preemptive and effective countermeasure to prevent loss of operational continuity of patrol ships.

COVID-19의 팬더믹(Pandemic) 사태는 감염병의 위험성과 일상에서 감염 예방과 대응의 필요성을 인식시켜주었다. 선박은 고립성과 폐쇄성이 공존하고 있어 감염확 산에 매우 취약하며, 공공업무를 수행하는 공공선박은 운영연속성의 유지가 매우 중 요하다. 특히, 해양경찰의 경비함정은 선내감염 확산 발생에 따른 운영연속성의 상실 이 2차 피해로 확대될 위험성이 매우 높다. 본 연구에서는 선박에서의 감염 예방과 대응에 관련한 국내외 문헌을 조사·분석하였다. 한국해양교통안전공단(KOMSA)은 ‘선내감염 예방 및 대응 표준(Shipboard Infection Prevention, SIP)’을 개발하여 공공 선박을 인증한 바 있으며, 해양경찰의 경비함정을 대상으로 SIP의 적용가능성 및 객 관적인 효과성을 확인하기위해 표준개발의 평가를 실시하였다. 최근 세계보건기구 (WHO)의 COVID-19 팬더믹 종식선언은 인류가 감염병으로부터 완전히 자유로워 졌음을 의미하지는 않는다. 향후 새로운 형태의 감염병 발생 시 경비함정의 선내감 염 예방 및 대응 표준인증은 경비함정의 운영연속성 상실방지를 위한 선제적이고 효 과적인 대응방안이 될 것으로 기대한다.
