In recent years, there has been increasing global competition for technological sovereignty and a rise in protectionist trade policies favoring national interests. This has led to intensified international competition in advanced technologies like secondary batteries, displays, and semiconductors. Alongside this, industrial spies have employed increasingly diverse and sophisticated methods for technology leakage, resulting in unintended consequences such as the leakage of national research and development achievements to foreign entities. In this context, preventing the outflow of technological knowledge and safeguarding advanced industries have become crucial challenges. The importance of security management activities in national research and development outcomes has been further highlighted. With universities playing a significant role as contributors to domestic research and development initiatives, their involvement in research security is expected to grow. However, universities often fail to fully comprehend the necessity of adequate preparedness against severe security breaches, including intellectual property infringements. Their commitment to security measures remains insufficient. This research aims to analyze the trends in research security policies of universities in Korea and Japan. By examining specific research security regulations in both countries, the study aims to provide appropriate policy justifications and insights necessary for enhancing research security capabilities and developing effective research security policies in domestic universities in the future.

최근 국제사회에서는 기술패권 경쟁이 심화되고 있고 보호무역을 앞세운 자국 우선주의가 부 상하면서 2차전지, 디스플레이, 반도체 등 첨단기술 우위 선점을 위한 국제 경쟁이 갈수록 치열 해지고 있다. 이와 함께 산업스파이의 기술유출 수법 또한 더욱 다양하고 고도화되고 있으며, 국 가연구개발사업 수행 성과가 해외로 유출되는 등의 부작용도 지속적으로 발생하고 있다. 이에 해외로의 기술 유출을 막고 첨단산업을 엄격히 보호하는 것이 무엇보다 중요한 과제로 대두되는 가운데, 국가연구개발사업의 성과에 대한 보안관리 활동의 중요성 또한 확대되고 있다. 국내의 경우 국가연구개발사업 수행 주체로서 대학의 비중이 확대되고 있다는 점을 고려하면 연구보안 부분에서도 대학의 역할이 앞으로 더욱 늘어날 것은 자명하다. 그러나 지식재산권 침해와 같이 심각한 영향을 끼치는 보안 사고 등에서 대학은 적절한 대비의 필요성을 충분히 인식하지 못하 고 있으며 보안에 대한 책임 의지 또한 여전히 부족한 상황이다. 본 연구에서는 한국과 일본의 대학 연구보안 정책 동향에 대해 살펴보고, 각 국가별 특정 대학의 연구보안 규정을 검토해 봄으 로써 향후 국내 대학의 연구보안 역량 제고 및 연구보안 정책 발전에 필요한 적절한 정책 근거 및 시사점을 도출하고자 한다.
