The Republic of Korea enacted the International Cultural Exchange Promotion Act in 2017, which generated heated congressional discussions over the vagueness of the key terminology "international cultural exchange." This situation necessitates a careful review of the term for effective policy implementation. However, this terminology problem is not unique to Korea and represents one of the key challenges currently faced by Korean cultural diplomacy and international cultural exchange policy. This study will shed light on this challenge and provide valuable policy insights and a rationale for policy improvement in the field of Korean cultural diplomacy and international cultural exchange. In the pursuit of a more comprehensive understanding of the crucial terminologies within the realm of cultural diplomacy/international cultural exchange, this study will conduct a multinational comparative analysis through discursive policy analysis. The key findings of this study underscore the dynamic evolution and prospective trajectory of cultural diplomacy, with a particular emphasis on the importance of international engagement and cooperation. Additionally, the study identifies the distinctive approach employed by Korea in the utilization of the term "international cultural exchange," which combines elements of cultural diplomacy with the arts and culture industries. By addressing the terminological ambiguity and proposing recommendations for clarity and precision in the terminology used, the study aims to contribute to the enhancement of the Korean international cultural exchange policy.

2017년에 제정된 「국제문화교류 진흥법」의 입법 심사과정에서 ‘국제문화교류’에 대한 학술적, 실제적 정의의 불명확 성이 지적되었다. 이에 주목하여 ‘문화외교’와 ‘국제문화교류’를 둘러싼 국가별 행정 용어 활용 실례, 그리고 이론적 개념을 담론적 정책 분석(discursive policy analysis)에 근거하여 조사･분석하였다. 본 연구에서는 독일, 미국, 영국, 일본, 프랑스를 중심으로 채택된 용어가 어떤 사회적, 정치적 맥락 가운데 나타나는지 살펴보고 용어별 의미에 대한 이해를 도출하였다. 도출된 이론적 정의를 한국 문화정책 맥락에서 이행된 문화교류 정책에 비추어봄으로써 ‘국제문화 교류’ 개념 정립에 활용할 수 있는 이론적 자료 제시를 연구의 목적으로 하였다. 국가별 대외문화정책을 지칭하는 용어는 문화외교, (국제)문화협력, 국제문화교류, 국제문화정책 등으로 각 국가의 언어, 문화적 관념과 유관 정책의 진화과정에 따라 다양하게 사용되고 있다. 근래에는 ‘문화외교’로부터 ‘문화협력’을 구분하여 사용하는 추세가 이어지고 있으며, 특히 유럽을 중심으로 문화협력의 개념적 정의와 담론이 조성되고 있다. 한국의 국제문화교류 정책에서도 쌍방향 교류와 문화협력 담론을 수용한 행정체계와 정책과제가 확인된다. 그러나 지원사업을 통해 본 한국 국제문화교류의 추세는 한국 문화예술 분야의 국제 경쟁력 강화 및 국제시장 진출이 주를 이루고 있다. 더불어 2020년 신한류 정책에 쌍방향 교류 담론을 적용함으로써 경제적 파급효과 중심의 한류 정책과 국제문화교류 간 개념 및 정책의 경계가 모호해질 우려가 있다. 이에 국제문화교류 정책 방향의 명확성과 개념 정립 을 위해 문화교류 참여 주체 중심의 현장성 및 상호성이 강조된 ‘문화협력’ 개념을 한국 정책 환경에 적합하도록 재 해석하고, ‘팔길이 원칙’의 행정체계 적용을 고려해 볼 수 있다.
