Despite the recent implementation of the Serious Disaster Punishment Act, disasters are still frequent at construction sites. This indicates that the construction safety and health management system introduced and operated by ordering agencies, general construction companies, and professional construction companies, which are the three pillars of construction sites, is not working properly to prevent disasters. In other words, the operation of each subject's own construction safety and health management system does not have a smooth connection with each other and causes friction and inefficiency in various aspects, reducing the effectiveness of construction accident prevention. Accordingly, this study divides the current construction safety and health management system into stages of introduction, linkage, and activation, derives problems of the system through surveys of related workers, and analyzes actual data from each construction site to present operational improvement measures. Therefore, the results of this study are expected to contribute to the reduction and prevention of serious accidents in the construction industry by enhancing the effectiveness of the construction safety and health management system.

최근 중대재해처벌법이 시행되고 있음에도 건설 현장에서는 여전히 재해가 빈발하고 있다. 이는 재해예방 을 위해 건설현장의 3대 축이라 할 수 있는 발주기관, 종합건설업체 및 전문건설업체에서 각각 도입, 운영하고 있 는 건설업 안전보건경영시스템이 제대로 작동하지 못하고 있음을 말해준다. 다시 말하면 각 주체별 독자적인 건설 안전보건경영시스템 운영이 상호 원만한 연계성을 갖지 못하고 여러 측면에서 마찰과 비효율성을 초래함으로써 건설재해 예방의 효과성을 저하시키고 있다. 이에 본 연구에서는 현 운영 중인 건설업 안전보건경영시스템을 도 입, 연계 및 활성화 단계로 구분하여 관련 종사자의 설문조사를 통해 동 시스템의 문제점을 도출하고 각 건설현장 실데이터를 분석하여 운영개선방안을 제시하고자 한다. 따라서 본 연구결과는 건설업 안전보건경영시스템의 효과 성을 제고하여 건설업 중대재해 감소 및 예방에 기여할 것으로 기대된다.

    Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
