Cheonan at the Late Period of Korean Empire was in an atmosphere of growing sense of crisis over colonization, including the Battle of Sesung Mountain, the Battle of Seonghwan, the development of Jiksan Gold Mine, and the construction of the Gyeongbu Rail. Meanwhile, foreign debt has snowballed, threatening the nation’s existence. The movement to protect national sovereignty by repaying foreign debts was felt everywhere. Articles emphasizing the responsibilities and duties of the people were frequently reported in newspapers. The decisive factor that changed the situation was the national debt redemption movement based on ‘sharing and responsibility’. The signal fire started in Daegu, but immediately spread to Korea and abroad. Like other regions, Cheonan actively participated in this trend. Residents of Cheonan approached themself as if they were the main character. Enlightenment officials issued a statement of intent and organized a national debt redemption movement committee to raise donations. This was the same as an important ‘stepping bridge’ that led to voluntary and competitive participation. Change came as a great stimulus to remind residents of their responsibilities as members of society. The various national movements here during the Korean Empire share this historical background. The status of the National Debt Redemption Movement was part of paying back the national debt, but it greatly changed the values of the people of the time. Changes in perception to pursue ‘social publicity’ have made progress in line with this. 한말 천안지역은 세상산전투와 성환전투, 직산금광 개발, 경부선 부설 등 식민지화에 대한 위기의식이 고조되는 분위기였다. 와중에 외채는 눈덩이처럼 늘어나 국가 존립을 크게 위협하는 요인이었다. 외채를 갚아 국권을 수호하려는 움직임은 곳곳에서 감지되었다. 국민의 책임과 의무를 강조하는 기사는 신문에 자주 보도되었다. 상황을 변화시킨 결정적인 계기는 ‘나눔과 책임’에 입각한 국채보상 운동이었다. 신호탄은 대구에서 시작되었으나 곧바로 국내외로 파급되어 나갔다. 다른 지역과 마찬가지로 천안들도 이러한 흐름에 적극적으로 참여했다. 마땅히 스스로가 주인공처럼 다가갔다. 계몽가들은 취지서를 발표하는 동시에 의연금 모금을 위한 국채 보상회를 조직했다. 이는 자발적이고 경쟁적인 참여를 이끄는 중요한 ‘징검다리’나 마찬가지였다. 변화는 주민들에게 사회구성원으로 책무를 일깨우는 커다란 자극제로서 다가왔다. 대한제국기 이곳 다양한 민족 운동은 이러한 역사적인 배경과 호흡을 같이 한다. 국채보상운동은 나랏빚 갚기를 위한 일환이었으나 당대인의 가치관을 크게 변화시켰다. ‘사회적 공공성’을 추구하려는 인식 변화는 이와 맞물려 진전을 거듭했다. 더불어 사는 삶의 중요성을 일깨운 현장은 바로 국채보상을 위한 움직임 속에서 이루어질 수 있었다. 신분이나 남녀 노소에 구애되지 않았던 역사적인 사실은 다문화시대에 공존해야 하는 진정한 정신적인 유산이 아닐까. 결국 인류의 보편적인 가치인 평화와 자유는 책임과 희생이 필수적인 요인이기 때문이다.
