We believe that democracy is at the heart of the political order pursued by modern societies. However, most of the theorists and revolutionaries of the 18th century political revolution were far from pursuing democracy, which means direct political participation of the people. The purpose of this article is to reintroduce Marquis de Condorcet as a pioneer of modern democracy, who advocated in the clearest and most systematic terms for a democracy (close to its etymological meaning) rather than an aristocratic republic. One of the rare figures of the late eighteenth-century revolutionary period who was both a thinker and a revolutionary, Condorcet distinguished himself not only in the abstract formulation of the principles of the new state but also in the political struggle to put them into practice; in particular, he proposed one of the most democratic constitution in French history. This paper will focus primarily on Condorcet's views on the US Constitution and the ideas contained in the Gironde Constitution to show how he was a political thinker who consistently and meticulously devised a democratic constitutional system.

우리는 현대사회가 추구하는 정치질서의 근간에 민주주의가 있다고 믿는다. 그런데 18세기 정치혁명기의 이론가와 혁명가 대부분은 인민에게 실질적인 권력이 부여된 민주주의를 추구하는 것과 거리가 멀었다. 이 글의 목적은 귀족정의 성격을 띠는 공화정이 아니라 그 어원적 의미에 가까운 민주정을 가장 분명하고 체계적인 어조로 옹호한 근대 민주주의의 선구자로서 콩도르세를 재조명하는 것이다. 콩도르세는 18세기 말 혁명 시대의 계몽철학자이자 혁명가였던 드문 인물 중 한 사람으로, 새로운 국가의 원칙을 추상적으로 수립하는 것뿐만 아니라 그것을 구체화하기 위한 정치투쟁에서도 두각을 나타냈다. 특히 그는 전례 없이 민주적인 헌법을 설계하면서, 가장 대표적인 직접민주주의 제도인 국민발안제를 고안했다. 이 논문은 주로 콩도르세의 미국 헌법에 대한 견해와 지롱드 헌법안에 담긴 생각을 통해서, 그가 얼마나 일관되고 치밀하게 민주주의적인 헌정체제를 수립하고자 했는지, 얼마나 시대를 앞선 정치사상가였는지 보여주고자 한다.
