The purpose of this study is to identify safety culture elements necessary to assess the safety culture of chemical handling workplaces in the manufacturing field, and to evaluate and improve safety culture at each business site by utilizing evaluation indicators for effective evaluation of safety culture elements. In this paper, for the purpose of measuring and comparing the level of safety culture among companies, safety as the five indicators of safety value, safety communication, accident management, safety devices and facilities, and safety participation are indicators for evaluating the safety culture level of companies that reflect the core characteristics of safety management. Culture assessment items were organized. In addition, the validity of the developed corporate safety culture assessment index was confirmed by measuring and analyzing the level of safety culture through an online survey that divided employees and managers targeting the chemical-related companies. Through this, the company site safety culture evaluation index for corporate safety culture assessment and improvement was presented, and the direction for improving the company site safety culture derived through the company site safety culture assessment result was presented. Accordingly, it can be helpful to reduce safety accidents through the formation of safety culture in the workplace in practice, and it is judged that it will be valuable for research on the assessment of safety culture level academically.

본 연구의 목적은 제조 분야의 화학물질취급 사업장의 안전문화를 개선하기 위해 필요한 안전문화 요소를 파악하고 안전문화 요소의 효과 적 평가를 위한 평가지표를 활용하여 각 기업현장의 안전문화 평가 및 개선을 위한 방법을 제시하는 것이다. 이 논문에서는 기업 간의 안전문화 수준을 측정, 비교할 목적으로 안전관리의 핵심 특성을 반영한 기업 안전문화 수준평가 지표로 안전가치, 안전소통, 사고관리, 안전장치 및 설 비, 안전참여의 5대 지표로서 안전문화 평가항목을 정리하였다. 그리고 해당 화학물질 관련 기업의 종사원을 대상으로 온라인 설문조사를 통해 안전문화 수준을 측정, 분석하여 개발된 기업 안전문화 평가지표의 타당성을 확인하였다. 이를 통하여 기업 안전문화 평가 및 개선을 위한 기업 현장 안전문화 평가지표를 제시하였고 기업현장 안전문화 평가결과를 통해 도출된 기업현장 안전문화 개선을 위한 방향을 제시하였다. 이에 따 라 실무적으로 기업 현장에서 안전문화 형성을 통하여 안전사고를 줄일 수 있는데 도움이 될 수 있으며 학술적으로 안전문화 수준평가의 연구 에 가치가 있을 것으로 판단된다.
