(Purpose) The main purpose of this study is to develop a series of logical bases for the implementation of the social integration education in the sending country for potential immigrants and to secure the feasibility. (Research methods) In order to analyze the feasibility of pre-entry social integration education for immigrants, this study performed literature analysis, combination research team’s own brainstorming with Delphi results from experts. (Findings) First, in terms of theoretical analysis, the two-way social integration theory, social exchange theory, self-determination theory, compulsory education, and principle of paying beneficiaries of public goods were presented as theoretical grounds for the establishment of the new system. Second, regarding macro-environmental analysis, The political environment emphasized the establishment of a new system for the influx of foreigners and the effectiveness of social integration policies. Third, In the stakeholder analysis, the Ministry of Justice, Ministry of Foreign Affairs, Ministry of Strategy and Finance, participants in social integration education, and overseas lecturers were considered. Finally, problems related to the implementation of social integration education were presented. (Conclusion and recommendations) This study proposed policy suggestions, such as (1) linkage with the existing early adaptation programs and the Korean Immigration & Integration Program, (2) careful and diversified approach regarding compulsory completion and charging, (3) the security of effectiveness for the curriculum and contents in the pre-education programs, and (4) customized approach for each immigrants who want to enter South Korea..

(연구목적) 본 연구는 잠재적 이민자들을 대상으로 송출국 현지에서 입국 전 사회통합프로그램 실시의 논리적 근 거를 고찰하고 타당성을 확보하는 것을 주요 목적으로 한다. (연구방법) 입국 전 사회통합 교육의 타당성을 분석하기 위해 문헌분석, 연구진 자체의 브레인스토밍과 전문가 델파이 결과의 결합을 시도하였다. (연구결과) 첫째, 이론 분석의 결과로써, 제도 신설의 논리적 근거로 쌍방향 사회통합 이론, 사회교환 이론, 자기 결정성 이론, 의무교육의 본질, 준공공재의 수익자 부담원칙을 논리적 근거로 제시하였다. 둘째, 거시환경 분석 의 결과로써, 정치환경을 분석하였다. 셋째, 본 연구에서는 이해관계자를 해외에서의 입국 전 사회통합 교육참여 자, 강사로 설정하여 이해관계자에 대한 분석을 실시하였다. 마지막으로, 입국 전 사회통합 교육 시행과 관련된 문제점들을 제시하였다. (결론 및 제언) 본 연구는 기존의 조기적응프로그램과 사회통합프로그램과의 연계, 이수 의무화와 유료화 가능 범위에 대해 신중하고 다각적인 접근의 필요성, 입국 전 사회통합 교육 과정 및 교육 내용의 실효성 확보와 대상 별 맞춤형 접근의 필요성을 제언하였다.
