Public Service Motivation(PSM) of public organization members was presented as alternatives of rational choice motives of private organization members in the critique about the failure of merit system introduced into the public organization. This study was performed to specify the types of representative altruists pursued by the public servants as public persons to serve the public among all the types of altruists that private persons pursue. The types of altruists were divided into consequential altruist and motivational altruist according to the regard of result or motives. Motivational altruist was subdivided into impure altruist and pure altruist. The subcategory of consequential altruist was reflective altruist and blind altruist. The subcategory of motivational altruist was voluntary altruist and conscious altruist. The subcategory of impure altruist was conditional altruist and reciprocal altruist. And The subcategory of pure altruist was obligatory altruist and sacrificing altruist. The private persons as the exemplar personalities pursued the total twelve types of altruists. The analysis was made on which type of altruists among them was pursued by the public servants holding PSM as the server to all the national people. As a result of the analysis based on the particular status of the public servants, it was specified as the unselfish and selfless pure altruist with the subcategory of obligatory altruist and sacrificing altruist.

공직동기는 공공조직 구성원의 동기로서 공공조직에 도입된 성과급 제도의 실패에 대한 비 판 속에서 민간조직 구성원의 동기인 합리적 선택 동기의 대안으로 등장하였다. 본 연구는 일 반인이 추구하는 이타주의자의 유형들 중에서 공직동기를 보유한 공공조직 구성원인 공직자가 추구하는 전형적인 이타주의자를 특정하는 것이다. 이타주의자의 유형은 결과를 중시하느냐 동기를 중시하느냐에 따라서 결과적 이타주의자와 동기적 이타주의자로 분류되었다. 동기적 이타주의자는 동기의 순수성 여하에 따라 불순한 이 타주의자와 순수한 이타주의자로 세분되었다. 결과적 이타주의자의 하위범주는 반사적 이타주 의자와 맹목적 이타주의자이었다. 동기적 이타주의자의 하위범주는 자발적 이타주의자와 의식 적 이타주의자이었다. 불순한 이타주의자의 하위범주는 조건적 이타주의자와 호혜적 이타주의 이었다. 순수한 이타주의의 하위범주는 의무적 이타주의자와 희생적 이타주의자이었다. 일반인이 모범적 인격자로서 추구하는 총 열두 가지 유형의 이타주의자들 중에서 공직동기 보유자인 공직자가 국민전체에 대한 봉사자로서 전형적으로 추구해야 될 이타주의자가 어느 유형의 이타주의자인지를 분석하였다. 공적자원을 공정하게 배분해야 하는 공직자의 특수한 신분을 바탕으로 분석한 결과 개인적 사익을 절대로 추구하지 않고 오로지 국민에게 이익을 주 려는 의무적 이타주의자와 희생적 이타주의자를 하위범주로 하는 사심 없는 무사무욕의 순수한 이타주의자로 특정되었다.
