This paper explores the role and development direction of wide-area local assemblies, taking Jeollanam-do provincial assembly as an example. To summarize the results of the analysis, foremost, residents' awareness, interest, and trust in the provincial assembly were lower than average. Therefore, public relations and public participation should be strengthened together. Secondly, it recognizes the relative importance of presenting its own policy alternatives, rather than the checks and balances of the executive branch in legislative activities. To enhance the character of a policy-driven assembly, it is necessary to revitalize parliamentary research groups and secure outstanding policy support specialists. Thirdly, the most important and urgent policy area for a provincial assembly to devote its resources and efforts is the regional employment creation policy. The main feature of the paper is that it analyzes the gap between the current and future role of the assembly, the relative importance of legislative activities, and the preference of policy areas through questionnaire surveys of civil servants, residents, and lawmakers, as well as in-depth interviews with lawmakers. It is of academic significance that Jeollanam-do provincial assembly has an integration tendency for the intergovernmental relationship that emphasizes securing cooperation with the central government.

본 논문은 전라남도의회를 사례로 하여 광역지방의회의 역할과 발전 방향을 탐색하였다. 분석 결과를 요약하면 첫째, 도의회에 대한 주민의 인지도, 관심도, 신뢰도가 평균보다 낮았다. 홍보 강 화를 통해 광역의회에 대한 인지도와 신뢰도를 높이고, 회의자료 공개 등 주민참여를 확대할 방 안을 추진해야 한다. 둘째, 의회 활동에서 집행부 견제보다는 독자적 정책 대안 제시를 중요하게 인식하고 있다. 의원 연구단체 활성화, 우수한 정책지원 전문인력 확보를 통해 정책 주도형 의회 성격을 강화해야 한다. 셋째, 도의회가 관심을 가져야 할 가장 중요한 정책분야는 지역 일자리 창 출이었는데 지방자치가 물질적 가치 획득과 연결될 때 정당성 확보 가능성이 커짐을 시사한다. 공무원, 주민, 의원 3자에 대한 설문조사와 함께 의원 심층 인터뷰를 통해 광역의회의 역할, 의회 활동의 상대적 중요성, 정책 분야별 시급성과 중요성 등을 분석한 것이 논문의 주요 특징이다. 또 한, 정부 간 관계에서 중앙정부와의 협력 확보를 중시하는 융합 지향성을 확인한 점은 학문적 의 의라고 할 수 있다.
