The importance of unification has been emphasized in order to overcome the reality of division on the Korean Peninsula and establish permanent peace away from the threat of war. The issue of unification needs to be revisited at a time when the crisis on the Korean Peninsula is escalating more than ever due to the recent ‘power vs power’ confrontation between the two Koreas, which has become commonplace. The South and the North set the “national community unification plan” and the “low-level federal system” as their official unification plans and have maintained them for the past 30 years. However, it is difficult to realize the plan for unification by starting from the stage of reconciliation and cooperation without considering the hostile confrontational relationship that has repeatedly appeared since the division. Public prosperity is a political concept of the future society and provides many implications to this study by taking a cooperative and reciprocal approach to unification and political integration. The main purpose of this study is to examine the inter-Korean unification plan and political integration from the perspective of public prosperity. In other words, it deals with the political aspects of an ideal society, and seeks alternatives by applying the principle of co-prosperity that emphasizes common politics to the North-South unification plan and political integration. Through this, it is expected to provide a useful framework for seeking a realistic unification plan for the settlement of peace on the Korean Peninsula.

통일은 분단 현실을 극복하고 전쟁 위협으로부터 벗어나, 한반도 평화를 영구적으로 정착 시키기 위한 마중물로 그 중요성이 강조되어 왔다. 최근 들어 일상화된 남북 간 ‘강대강’ 대치 국면으로 한반도 위기가 그 어느 때보다 고조되고 있는 시점에서 통일문제는 다시 한번 짚어볼 필요가 있다. 남과 북은 ‘민족공동체통일방안’과 ‘낮은 단계 연방제’ 안을 공식적인 통일방안으 로 설정하고 지난 30여 년간 유지해 왔다. 하지만 분단 이후 반복되어 나타나고 있는 적대적 대 립 관계를 고려하지 않고 화해와 협력 단계부터 시작함으로써 통일방안의 실현을 어렵게 하고 있다. 공영주의는 미래 사회의 정치 개념으로 통일과 정치통합에 대해 협력적이고 호혜적인 접 근 방식을 제시함으로써 본 연구에 많은 시사점을 제공한다. 본 연구는 남북통일 방안과 정치통합을 공영주의적 관점에서 살펴보는 데 주요한 목적이 있 다. 즉 이상사회의 정치적 측면을 다루며, 공동정치를 강조하는 공영주의를 남북통일 방안과 정치통합에 적용하여 그 대안을 모색하고자 한다. 이를 통해 한반도 평화정착을 위한 현실적 통일방안을 모색하는 데 유용한 틀을 제공할 것으로 기대한다.
