The previous governments’ North Korea policies differ slightly in their visions and implementation measures, but the ultimate goal has something in common to realize peaceful coexistence between the two Koreas and universal human values. The Yoon government also proposed the “realization of the Korean Peninsula of denuclearization, peace, and prosperity” through the Audacious Initiative, a policy of unification and North Korea. Its characteristic is that if North Korea engages in sincere denuclearization negotiations, it will secure the momentum for negotiations by pushing for bold initial measures. In addition, in order to solve the humanitarian problem between the two Koreas, the top priority is to improve the humanitarian situation of North Koreans, and it advocates practical improvement of human rights in North Korea. Accordingly, among the initial measures presented in the bold initiative, the premise, conditions, and principles of humanitarian cooperation were presented. We looked at external situations such as North Korea’s advancement of nuclear and missiles and changes in the international situation, followed by new approaches and principles of humanitarian cooperation between the two Koreas. To this end, the problems of existing inter-Korean cooperation were closely examined, and humanitarian cooperation with North Korea was re-identified in the paradigm and universal values of the newly changed international order. With the aim of changing North Korea’s attitude, it is necessary to prepare practical humanitarian cooperation measures to flexibly respond to changes in the situation at home and abroad to prepare a first step toward realizing the government’s “Audacious Initiative” and a driving force for sustainable inter-Korean cooperation.

역대 정부의 대북정책은 그 비전과 추진 방안을 조금씩 달리하지만, 궁극적인 목표는 남북 의 평화 공존과 인류 보편적인 가치의 실현하려는 공통점을 가지고 있다. 윤석열 정부도 통일· 대북정책인 담대한 구상을 통해 ‘비핵‧평화‧번영의 한반도 구현’을 제시하였다. 그 특징은 북한 이 진정성 있는 비핵화 협상에 나설 경우 과감한 초기 조치를 추진하여 협상 동력을 확보한다 는 데 있다. 또한 남북 간 인도적 문제를 해결하기 위하여 북한 주민의 인도적 상황 개선을 최우 선 목표로 하고 북한 인권의 실질적 개선을 표방하고 있다. 이에 담대한 구상에 제시된 초기 조치 중 인도적 협력에 관한 전제 및 조건과 원칙을 제시하 였다. 북한의 핵과 미사일의 고도화와 국제정세의 변화 등 대외 정세를 살펴보고, 이어 남북 인 도적 협력의 새로운 접근과 원칙을 고찰해 보았다. 이를 위해 기존 남북 협력의 문제점을 면밀 히 검토해 보고, 새롭게 변화된 국제 질서의 패러다임과 보편적 가치 속에서 대북 인도적 협력 을 재규명하였다. 북한의 태도 변화를 목표로 국내외적 상황 변화에 유연하게 대응할 수 있는 실질적인 인도적 협력 방안을 마련하여 정부의 ‘담대한 구상’의 실현을 위한 첫걸음이자 지속 가능한 남북협력을 위한 추진동력을 마련해 나가야 하겠다.
