As we develop weapon systems with traditional defense acquisition systems, obsolescence is occurring at the stage of use. The United States has also introduced and operated an expedited acquisition system to solve this problem. Through this, laws and organizations for expedited acquisition have been created, and project management including test evaluation has been developed appropriately for expedited acquisition. Korea has also been operating the rapid acquisition system on a pilot basis since 2020, but it is still insufficient at the initial level. Therefore, a rapid acquisition method that can rapidly adapt new technology to defense acquisition was studied. In order to develop the rapid acquisition system, we analyzed the advanced cases of the United States and our current acquisition status, and suggested development plans in the defense planning and management system to establish the rapid acquisition system in Korea. In the planning stage, the concept of rapid acquisition was presented so that it could have various acquisition routes like the United States, and the rapid acquisition framework was reconstructed by presenting a proposal to expand the rapid acquisition target business and classify the rapid acquisition weapon system. In the execution stage, measures to vitalize the rapid acquisition system were presented, such as securing budget through funds, improving test evaluation methods, and granting incentives to companies participating in the rapid acquisition project.

우리는 전통적인 국방획득시스템을 가지고 무기체계를 개발하면서 사용단계에서 진부화가 발생하고 있다. 미국에서도 이런 문제를 해결하기 위해 신속획득제도를 도입하여 운용하고 있다. 이를 통해 신속획득을 위한 법령과 조직을 만들고, 시험평가를 포함한 사업관리를 신 속획득에 적합하게 발전시켜 오고 있다. 우리도 2020년부터 신속획득제도를 시범적으로 운용하고 있으나 초창기 수준으로 아직 미흡하다. 따라서 신기술을 국방획득에 신속하게 적응할 수 있는 신속획득방법을 연구하였다. 신속획득제도를 발전시키기 위해서 미국의 선진사례와 현재 우리의 획득실태를 분석하 고, 우리도 신속획득제도를 정착시키기 위해 국방기획관리체계속에서 발전방안을 제시해 보 았다. 기획단계에서 미국처럼 다양한 획득 경로를 가질 수 있도록 신속소요 개념을 제시하 고, 신속획득대상 사업 확대 및 신속획득 무기체계 분류안을 제시하여 신속획득의 틀을 재 구성하였다. 집행단계에서 펀드를 통한 예산확보, 시험평가방법 개선, 신속획득 사업에 참가 하는 업체에 인센티브 부여 방법 등 신속획득제도 활성화 방안을 제시하였다.
