The purpose of this study is to propose a new approach to operating education on arrest and restraint techniques for newly appointed maritime police officers, as the current education environment provides limited opportunities and time for frequent training due to its characteristics. It is therefore difficult for these officers to enhance their on-site physical response capabilities through the education curriculum alone. In order to achieve the purpose of the study, data on the survey were collected from 124 new police training officers of the Korea Coast Guard Training Center, the second session of the arrest and restraint techniques class was video-recorded and analyzed using the ‘eyeballing technique'. Based on this, the following conclusions were obtained as a result of conducting a study on the developmental improvement plan for the operating education of new maritime police arrest and restraint techniques. Firstly, traditional teaching methods that progress sequentially through the curriculum using existing textbooks have been recognized as having limitations in strengthening the physical response capabilities of newly appointed police officers. Therefore, it is necessary to develop an educational approach that expands the time available for officers to physically embody the techniques, thereby increasing the time spent on practical learning. Secondly, to maximize their physical response capabilities, a mid-term evaluation should be introduced in the evaluation process of the arrest and restraint techniques curriculum, providing opportunities for officers to thoroughly review what they have learned before the final evaluation. Finally, it is necessary to provide education on the police spirit to boost motivation for the education on arrest and restraint techniques. By clearly presenting the goals and objectives that newly appointed police officers can achieve through education on arrest and restraint techniques, motivation can be increased, leading to greater voluntary participation and ultimately, greater effectiveness of the education.

이 연구의 목적은 현재 해양경찰교육원의 체포제압술 교육환경의 특성상 빈도 높은 교육을 받을 수 있는 기회와 시간이 매우 제한되어 신임 경찰관들이 체포제압술 의 교육과정만으로는 현장 물리력 대응 역량을 강화할 수 있는 목적을 달성할 수 없 다는 판단 아래 새로운 교육 운영의 변화를 시도하여 신임 경찰관이 현장 물리력 대 응 능력을 갖출 수 있는 방법을 제시하였다. 연구의 목적을 달성하기 위해 해양경찰 교육원의 신임 경찰관 124명을 대상으로 설문조사를 실시하여 자료를 수집하였으며, 체포제압술 수업시간 2차시를 영상 녹화하여 ‘목견적 관찰기법(eyeballing)’을 이용하 여 분석하였다. 이를 토대로 신임 해양경찰 체포제압술의 교육운영의 발전적 개선방안에 대해 연 구를 진행한 결과 다음과 같은 결론을 얻었다. 첫째, 기존의 교안에 의한 순차적으로 진도를 나가는 전통적인 교수 방법으로는 신임 경찰관의 현장 물리력 대응 역량을 강화하기에는 한계가 인식되어 신임 경찰관들이 직접 몸으로 체화할 수 있는 시간을 확대시켜 실제학습시간을 증가시켜 주는 교육 운영의 개발이 필요하다. 둘째, 체포제 압술 교육과정의 평가방식에 있어 중간 평가를 도입하여 배운 체포제압술을 최종 평 가전에 심도 있게 복습하여 완벽하게 체화할 수 있도록 하는 기회의 제공으로 현장 물리력 대응 역량을 최대로 끌어올릴 수 있도록 하여야겠다. 끝으로, 체포제압술 교 육의 동기를 고취 시킬 수 있는 경찰 정신교육을 실시할 필요성이 있다. 신임 경찰 관에게 체포제압술 교육을 통해 무엇을 얻을 수 있는지에 대한 명확한 목표 제시를 통해 교육의 동기를 고취 시키고 자발적 교육 참여도의 상승으로 교육의 효과가 상승할 것이다.
