On October 29, 2022, a large crowd gathered to celebrate Halloween in an alley on the west side of the Hamilton Hotel in Itaewon, Yongsan-gu, Seoul, causing the worst crushing accident, the "10.29 Itaewon Disaster." The disaster, which killed 159 people and seriously injured 196 people, re-emerged the nightmare of the 2014 Ferry Sewol disaster, greatly undermined not only distrust of countries that failed to properly respond to disasters but also the international image of a safe Korea. How the state manages and responds well to disasters leads to the improvement of national brand value and national power as well as public trust in the state and the government. Systematic preparation and management of disasters such as artificial and social disasters as well as natural disasters such as typhoons and floods are also very important, and the damage of disasters varies significantly depending on the police officer's ability to manage disasters first. This study aims to examine the factors affecting disaster management ability for police officers whose role and importance are increasing in relation to disaster management. In particular, in relation to the improvement of the disaster management ability of police officers, this was empirically verified by limiting it to factors affecting the disaster management ability of police officers operating in the actual field. Studies have shown that male police officers have higher disaster management skills than female police officers, and the older they are, the higher their disaster management skills. In addition, it was found that the higher the communication related to disasters and the better the education and training, the higher the disaster management ability.

2022년 10월 29일, 서울 용산구 이태원 해밀튼호텔 서편의 골목에 할로윈을 기념하기 위해 모인 다수의 인파가 한곳으로 몰리면서 최악의 압사 사고인 ‘10. 29 이태원 참사’가 발생하였다. 159명이 사망하고 196명이 중경상을 입은 이번 참사로 인하여 2014년에 발생한 세월호 참사의 악몽이 다시 등장함과 동시에 재난 발생의 적절하게 대응하지 못한 국가에 대한 불신뿐만 아니라 국제적으로도 어렵게 쌓아온 안전한 대한민국이라는 국가 이미지가 크게 손상되었다. 재난에 대해 국가가 어떻게 이를 관리하고 잘 대응하였는지는 국가 및 정부에 대한 국민의 신뢰 뿐 아니라 국가 브랜드 가치 및 국력의 향상으로 이어진다. 태풍이나 홍수 등의 자연재난 뿐만 아니 라 인위적·사회적 재난 등 재난에 대한 체계적 대비 와 관리는 역시 매우 중요하며 재난의 발생이 예측되거나 재난 상황 발생 시 현장에 가장 먼저 도착하는 경찰관의 재난관리능력에 따라 재난의 피해가 확연하게 달라진다. 이 연구는 재난관리와 관련하여 그 역할 및 중요성이 증가하고 있는 경찰관을 대상으로 재난관리 능력에 미치는 영향요인에 대해 살펴보고자 한다. 특히, 경찰관의 재난관리능력 향상과 관련하여 실 제 현장에서 활동하는 경찰관들의 재난관리능력에 미치는 영향요인으로 한정하여 이를 실증적으로 검증하였다. 연구 결과 여성 경찰관보다 남성 경찰관이 재난관리능력이 높으며 나이가 많을수록 재난관리능력 이 높은 것으로 나타났다. 또한 재난과 관련한 의사소통이 높고 교육훈련이 잘될수록 재난관리능력 이 높은 것으로 나타났다.
