Recently, South Korea becomes a major target for espionage and influence operations by China and North Korea. During the Moon Jaein regime, the role, function, and authority of South Korean intelligence, counterintelligence, and investigative agencies have been subject of major reshuffling. The confusion and chaos of the South Korean counterintelligence and security system were the outcome of such reckless transition. By taking advantage of such confusion in the South Korean counterintelligence and security system, the scale and extent of threats of spying and influence operations by China and North Korea seem to have increased significantly. For this reason, a number of intelligence and counterintelligence experts emphasize that system reform, normalization, and capacity building of intelligence and counterintelligence agencies are the most essential tasks to strengthen national security against espionage activities and influence operations by foreign hostile forces. In order to respond to the need for such necessities, this study investigates and introduces cases of intelligence and counterintelligence systems abroad, especially in the United States. The purpose of this study is to examine and present examples of intelligence and counterintelligence systems in the United States. This study expects to provide reference materials that can be benchmarked for the development of South Korean intelligence and counterintelligence systems. For the past 20 years, the United States has formed an intelligence community that integrated all 18 US intelligence agencies and established ODNI(Office of Directorate of National Intelligence) as a control tower. Despite some limitations and differences, the US model could provide valuable ideas for the reform and development of the South Korean intelligence and counterintelligence system.

최근 들어 한국이 중국과 북한의 스파이활동과 영향력 공작의 주요한 타깃이 되고 있음이 알려지 고 있다. 이와 같은 상황은 정보 또는 방첩 전문가들과 실무자들에 따르면, 지난 문재인 정부 5년간 진행되었던 국정원, 방첩사, 경찰, 검찰 등의 국내 정보·방첩·수사기관들의 역할 및 기능, 임무의 재 조정과 개편과정에서의 혼란과 난맥상에 기인한다. 이와 같은 국내 방첩시스템의 혼동을 틈타 중국 과 북한의 간첩과 영향력 공작의 규모와 위협성은 크게 증대된 것으로 보인다. 이 때문에 국내 정 보·방첩 전문가들은 정보 및 방첩기관의 시스템 개혁과 정상화, 역량강화가 해외 적대세력의 간첩활 동 및 영향력 공작으로부터 국가의 안보를 강화할 수 있는 가장 핵심적인 작업이라고 강조한다. 이 와 같은 국내 정보·방첩시스템의 개혁과 정상화, 역량강화 등의 필요성에 부응하기 위해 이 연구는 해외, 특히 미국의 정보, 방첩 시스템의 사례를 조사하고, 정리하고, 소개한다. 이 연구의 목적은 정 보강국인 미국의 정보, 방첩 시스템 사례를 살펴보고, 제시하는 것이다. 이를 통해 이 연구는 국내 정보, 방첩 시스템의 발전을 위해 벤치마킹할 수 있는 참고자료를 제공할 수 있을 것으로 기대한다. 미국은 지난 20년간 정보, 방첩시스템의 문제와 취약점을 실감하고 이를 해소하기 위해 국가정보장 (ODNI: Office of Directorate of National Intelligence)을 컨트롤타워로 미국의 18개 정보기관들을 모두 하나로 묶는 정보공동체(IC: Intelligence Community) 개념을 제안하고 발전시켜왔다. 미국의 이와 같은 정보, 방첩 시스템의 개혁과 발전을 한국에 그대로 옮겨놓는 것이 현실적으로 쉽지 않거 나 적절치 않다고 하더라도, 한국의 정보, 방첩 시스템의 개혁과 발전을 위해 참조할 적절한 해외 사례들 가운데 하나라는 점은 부인하기 어렵다. 이런 맥락에서 이 연구는 나름의 의미를 가진다.
