According to the 「Police Officer Duties Execution Act」, the police have a responsibility to protect the lives, bodies, and property of citizens. However, recently, some police officers have been criticized for having suffered damage to the public for their poor response at the scene of the incident. The problems posed to the police include the lack of qualifications of some police officers and the problem of being unable to actively respond to legal problems that are not sufficiently supported. As there are cases where the police fail to protect the people due to these problems, distrust in the police is increasing. Changes are needed for the police to restore trust in the people. In particular, it is necessary to discuss ways to train police officers who can actively respond in the field and to improve legal and institutional measures. In this study, intends to identify the actual situation of police field response and seek improvement measures. In order to achieve the purpose of the study, previous studies and legal data were reviewed, and the actual situation was analyzed through statistical data and manuals of national institutions. Problems derived from the actual situation analysis could be identified in laws, education/training, and recruitment. Through this study, revision of laws, reinforcement of preventive police activities, reinforcement of education/training, and reorganization of new recruitment were suggested as ways to improve and respond to on-site police response.

「경찰관직무집행법」에 의거 경찰은 국민의 생명·신체·재산을 보호하는 책임을 가지고 있다. 그 러나 최근 일부 경찰관이 미흡한 대응으로 인하여 문제가 되고 있다. 논란의 이면에는 일부 경찰관 의 부족한 자질 문제, 대응이 어려울 수밖에 없는 법적문제 등이 제기된다. 이러한 문제들로 인해 실질적으로 국민을 보호하지 못하는 사례가 발생함으로서 경찰에 대한 불신이 증대하고 있다. 경찰 이 국민에 대한 신뢰를 회복하기 위해서는 변화가 필요하다. 특히 현장에서 적극적으로 대응할 수 있는 경찰관의 자질 향상방안과 법률적·제도적 개선방안에 대한 논의가 필요한 시점이다. 이에 본 연구에서는 경찰 현장대응의 실태를 파악하고 개선방안을 모색하고자 한다. 연구의 목적 달성을 위해 선행연구와 관계법령을 검토하고, 국가기관의 통계자료, 매뉴얼 등을 통해 실태를 분석 하였다. 실태분석을 통해 법률, 교육·훈련, 채용 등 여러 분야에서 문제점을 도출하였다. 본 연구를 통해서 경찰 현장대응의 개선과 대응방안으로 법률의 개정방안, 예방적 경찰활동 강화 방안, 교육·훈 련 강화, 신규채용 개편을 제시하였다.
