This study analyzed previous studies on Democratic Citizenship Education to present the meaning of citizenship, the teacher's role, and the emphasis in teaching and learning, and then analyzed the 2022 revised Moral Education Curriculum. The Moral Education Curriculum faithfully reflects the meaning of citizenship based on morality in the goals, and appropriately reflects the teacher's role and method to the character and goals, teaching and learning direction and method. However, it is necessary to supplement the method of dealing with controversial issues and the method of considering moral standards while being wary of indoctrination. In addition, in the subject-specific content system, it is necessary to reflect learner's initiative, reflection, deliberative pedagogy, and critical thinking in consideration of moral responsibility in the process/function, value/attitude.

이 연구는 민주시민교육에 관한 선행연구를 분석하여 시민성의 의 미, 민주시민교육에서 교사의 역할, 교수·학습에서의 강조점을 제시한 후, 이를 분석 틀로 삼아 2022 개정 고등학교 도덕과 교육과정에서 민 주시민교육 관련 내용을 분석하였다. 2022 개정 도덕과 교육과정은 도 덕성에 바탕을 둔 시민성의 의미를 교육 목표에 충실하게 반영하고 있 고, 교수·학습 과정에서 교사의 역할과 방법을 성격과 목표, 교수·학습 방향과 방법에 적절하게 반영하고 있다. 다만, 교사의 역할과 관련하여 논쟁적 이슈를 상황에 맞게 다루는 것, 교화를 경계하면서도 도덕적 기준을 함께 고려하도록 하는 것 등을 교수·학습 관련 서술에서 강조 할 필요가 있다. 또한, 민주시민교육 관련 내용을 직접 다루는 영역에 서 학습자의 주도성, 반성과 성찰, 숙의적 교육, 도덕적 책임을 고려한 비판적 사고력 함양에 관한 서술을 내용 체계의 과정·기능, 가치·태도 에 반영할 필요가 있다.
