This study examines the background and details of policy promotion and the corresponding policy implementation and support systems, focusing on Seocheon-gun in Chungcheongnam-do, to support rural migration of urban youth and their settlement. In addition, this study theoretically reviews the effects of population change on the region and of population movement between regions, and explores the significance of the policies implemented in the case regions in terms of people, projects, and institutions. Based on the present case analysis, this study proposes tasks such as the establishment of an organization dedicated to youth policy, strengthening the role of intermediary support organizations for the practical implementation of youth policy projects, policy development and project promotion considering the future and individuality of young people, for the sustainability of projects. When the young people in a region are strong, the region can develop and the nation can also develop. With this background, the central government actively designs and develops national as well as regional population policies, and local governments need to provide policy support so that young people can correctly design the future and make careful life decisions at important times in their lives. In addition, local governments should help to determine whether an area is a suitable space for opportunities for young people who want to migrate.

본 연구에서는 도시 청년의 농촌 이주와 이들의 정착을 지원하는 정책에 대해 충청 남도 서천군 지역을 중심으로 정책의 추진 배경과 세부 내용, 정책의 추진 체계와 지원 체계 등을 살펴보았다. 그리고 인구의 감소가 지역에 미치는 영향을 모델화한 문헌에 대해 검토하고, 사례지역에서 추진되는 정책에 대해서는 실행 과정에서의 특징을 사람, 사업, 제도 등의 측면에서 탐색하였다. 이러한 사례 분석을 토대로, 본 연구에서는 사 업의 지속성을 위해 청년정책 전담 조직의 신설 방안 검토, 청년정책 사업의 실제적 추 진을 위한 중간지원조직의 역할 강화, 청년 개인의 미래와 개성을 고려한 정책 개발 및 사업 추진 등의 과제를 제안하였다. 지역에서 청년층이 튼실해야 지역이 발전하고 국 가도 발전할 수 있다. 이러한 배경에서 중앙정부는 국가뿐만 아니라 지역의 인구정책 에 대해 적극적으로 설계·개발하며, 지방자치단체는 청년들이 인생의 중요한 시기에 미래를 올바르게 설계하고 삶을 신중하게 결정할 수 있도록 정책적으로 지원할 필요가 있다. 또한 이주하고자 하는 청년에게 우리 지역이 기회의 공간이 맞는지 현명하게 판 단할 수 있도록 도움을 주어야 할 것으로 판단된다.
