As regional economic growth and balanced national development are emphasized, the role of Innopolis to support the growth of regional R&D bases is increasing. Based on the Innopolis survey (2016~2019), this study examined the effects of the innopolis support program in terms of input additionalty and output additionalty, and the analysis results are as follows. First, the Innopolis support program has a positive (+) relationship with the total R&D expenditure of the company in the current year and the next year. Second, the supplementary and construction effect of the innopolis support program on corporate net investment R&D expenses was not statistically significantly confirmed. Third, the sinnopolis support program showed a positive employment effect for research personnel, and the effect was even greater for companies in the early stages of start-ups with a business history of 5 years or less. Fourth, the increase in sales due to the innopolis support program was not significantly observed when there was a time lag up to two years. These results suggest that the employment effect of innopolis support program can be further increased by strengthening employment support for companies in the early stages of start-ups. Furthermore, it indicates that it is necessary to review the mid- to long-term approach to the performance of the innopolis support program and the scale and ratio of the burden of private R&D expenses.

지역경제 성장과 국가균형발전이 강조됨에 따라, 지역 R&D 거점의 성장을 지원하는 연구개발특구의 역할이 증대되고 있다. 본 연구에서는 특구입주기업에 대한 전수조사인 특구통계조사(2016~2019)를 바탕으로 연구개발특구육성사업의 효과를 투입부가성과 산출부가성의 측면에서 살펴보았으며, 주요 결과는 다음과 같다. 첫째, 특구육성사업은 기업의 당해연도 및 차년도의 총연구개발비와 양(+)의 관계가 있다. 둘째, 특구육성사업의 기업 순투자 연구개발비에 대한 보완‧구축효과는 통계적으로 유의하게 확인되지 않았다. 셋째, 특구육성사업은 연구인력에 대해 긍정적인 고용효과를 보이며, 업력이 5년 이하인 창업 초기 기업의 경우 그 효과가 더욱 크게 나타났다. 넷째, 특구육성사업에 의한 매출액 증가는 2개년도까지 시차를 두었을 때 유의하게 관측되지 않았다. 이러한 결과는 창업초기 기업에 대한 고용 지원 강화를 통해 특구육성사업의 고용효과를 보다 증대할 수 있음을 시사하며, 특구육성사업 성과에 대한 중장기적 접근과 민간 연구개발비 부담 규모 및 비율에 대한 검토가 필요함을 나타낸다.
