Although innovation cluster policies have been implemented in various ways for a long time, the gap between metropolitan area and regional area has been widening. In this background, an exploratory study was conducted through FGI, with the aim to find appropriate innovation cluster policy in the Korea. The FGI result shows following recommendations for regional innovation policy. First the innovation cluster policy has to be an integrated one in nature which considers the quality of life as well as the technological innovation. Second, the establishment of a dedicated management agency for regional innovation clusters is necessary. Third, it is recommended to promote urban centered innovation cluster which has an excellent living and business condition. Finally, the regional university’s role and participation have to be strengthened in the regional innovation cluster.

한국에서 그 동안 다양한 혁신클러스터 정책이 추진되어왔음에도 불구하고 지역의 혁신클러스터는 발전이 더디고 수도권과 지방의 격차는 더 커지고 있다. 이러한 배경에서 바람직한 지역 혁신클러스터 정책의 방향을 파악하기 위해 표적그룹심층면접조사(FGI)를 통한 탐색적 연구를 진행하였다. FGI 결과를 요약하면, 통합적 관점의 혁신클러스터 정책 추진, 지역 혁신클러스터 전담관리기관 설립, 정주여건 중심의 도심형 혁신클러스터 확대, 지역 대학의 역할 강화 등이 핵심 정책 방향으로 도출되었다. FGI에 응답한 전문가들이 지역의 혁신클러스터 구축에 경험이 많은 분들로 지역혁신클러스터를 둘러싼 복합적인 상황을 잘 알고 있어 좋은 정책 방향이 제안되었다. 본 연구는 질적인 탐색적 연구로 추후 양적인 데이터를 기반으로 한 연구를 통해 보완이 필요하다. 다만 시급한 지역 현안을 고려할 때 지역의 혁신클러스터 정책 수립에 유용한 자료로 활용될 수 있을 것이다.
