Since 2005, Five R&D special zones called INNOPOLIS has been designated and developed as Korean innovation clusters for both national competitive advantage and regional economic development. As it is required to evaluate and reestablish innovation cluster policy in a quickly shifting global business environment, this paper studies on the strategy for the sustainable growth of Korean innovation cluster through the case study of Research Triangle Park (RTP). RTP had been developed by North Carolina state government in order to revive regional economy and create jobs in 1950s, and it is considered as the most successful innovation cluster around the world. Thus, an key success factor(KSF) analysis of the case of RTP can provide critical implications for innovation cluster policy, especially government-driven innovation cluster. Based on our analysis, the KSF of RTP as an innovation cluster can be explained by the role of vision provider, the openness of innovation cluster, industry – university collaboration, and business ecosystem. In conclusion, the leadership of local government and regional innovation agency and the collaborations between universities, industries and public research institutes in the cluster are critical for the sustainable growth of INNOPOLIS. Moreover, connectivity and interaction with nearby area and construction of business friendly environment are required to foster INNOPOLIS effectively.

정부는 2005년부터 대덕 광주 대구 부산 전북 등 5개 지역을 한국형 혁신클러스터(연구개발 특구)로 지정하여 육성하고 있다. 본 연구에서는 미국 리서치트라이앵글파크 사례 분석을 통해 혁신클러스터의 핵심 성공요인을 도출하고 지속가능한 발전 방안을 제시하고자 한다. 리서치트 라이앵글파크는 1950년대 미국 노스캐롤라이나 주 정부 주도로 개발된 연구개발 중심의 사이 언스파크로서 세계적으로 성공한 정부주도형 클러스터로 평가받고 있으며, 이의 발전 과정과 성 공 요인 등은 혁신클러스터 육성 정책에 대한 많은 시사점을 내포하고 있다. 사례연구 결과, 연구 개발특구의 지속가능한 발전을 위해서는 클러스터 내 지자체 및 지역 혁신기관 등이 지역과 산 업의 발전방향을 제시하는 등 비전 제시자로서의 적극적인 역할이 요구되어 진다. 또한, 클러스 터 인근 지역과의 교류 협력을 강화하여 내부 생태계의 부족한 요인들을 상호 보완하며 발전하 여야 한다. 산학연 협력 활성화를 통해 연구개발 성과가 지역에 확산되고 전문 인력이 산업에 연 계될 수 있도록 시스템의 고도화가 요구된다. 마지막으로 제도 개선, 규제 완화, 글로벌 정주환경 구축 등을 통해 비즈니스 친화적인 생태계 조성이 필요하다.
