Recently the Fourth Comprehensive Plan of Regional Science and Technology (S&T) Promotion reflected a new policy paradigm of regional development for the sake of enhancing the region-specialized S&T capabilities: leveling up regional independence and responsibility as well as ensuring the internal stability of R&D investment based on regional demands. In order to accomplish such objectives, policy implementation needs to focus on the region-leading ex-pansion of R&D project bases, the reinforcement of regional R&D capabilities and bases for planning management, and the improvement of regional R&D promotion system. Therefore for the purpose of enhancing the region-specialized S&T capabilities, the regional R&D innovation measures, which all the regional governments should make efforts to follow, are explored in this study with introducing the cases of reinforcing regional R&D innovation capabilities and those of expanding stable financial resources in Chonbuk.

최근 제4차 지방과학기술진흥종합계획이 발표되고 지역주도 지역과학기술정책의 정착을 위한 지역 자율성 확대 및 책임성 제고, 지역의 수요에 기반한 R&D 투자 내실화 등 지역발전정책 패러다임이 새롭게 전환되고 있다. 이러한 지역의 자율성 확대 및 책임성을 제고하기 위해서는 지역주도의 R&D 사업기반 확충, 지역의 R&D 기획⋅관리 역량 및 기반 강화, 지역R&D 추진체계 개선 등에 대한 지역차원의 과학기술정책 추진이 필요하다. 이에 전북의 과학기술위원회를 중심으로 거버넌스구축, 지역R&D기획 역량 강화, 지역주도형 R&D 사업 확대 및 안정적 재원확보 사례 등을 소개함으로서 지자체 주도의 R&D 투자확대와 효율성 제고를 위해 모든 지자체가 노력해야 할 지역 R&D 거버넌스 구축 사례를 공유하고자 한다.
