The strategic goal of building efficient regional innovation system needs the structural driving force, which is a regional science and technology promotion agency driven by regional government. This agency should play a role of platform other than individual project organization for the science and technology policy research, planning and vision providing as well as vitalizing the collaborative innovation network in the region. Gyeonggi Institute of Science and Technology Promotion (GSTEP) can be a good example of the agency. GSTEP has been launched in May 2010, which integrated Gyeonggi Biocenter. GSTEP, as an one-stop science and technology think-tank, covers the science and technology policy research, planning and technology commercialization process in Gyeonggi province of Korea. Moreover, it professionally performs diverse missions such as networking and managing of regional science resource base and vision providing for the innovation clusters in the province. It is anticipated that such a science and technology promotion agency driven by regional government gives a professional support and advice to public administration office and reinforces the science and technology policy leadership so as to increase the efficiency of RIS.

지역 내의 과학기술자원의 전략적인 경영을 통한 지역혁신시스템의 효율성 제고라는 전략적 목표를 위 해서는 지자체 과학기술진흥 전담조직이라는 구조적 정책추진체계가 필요하다. 이러한 과학기술진흥 전담 조직은 개별 프로젝트 조직이 아닌 지역 내 과학기술정책의 연구 및 기획을 통한 비전제시와 다양한 혁신 주체의 협력네트워크의 활성화를 촉진하는 플랫폼으로서 역할을 수행하게 된다. 이러한 전담조직의 사례로 서 경기도의 경기과학기술진흥원을 들 수 있다. 경기과학기술진흥원은 과학기술정책 연구 및 기술개발사업 관리를 위해 설립한 경기과학기술센터(2008.8)를 확대하여 2010년 5월에 설립되어 경기도 과학기술전략 수립에서 사업 상용화까지 총괄하는 ‘원스톱 과학기술 싱크탱크’ 역할과 경기도 소재 과학기술 거점 자원 의 효율적인 네트워킹과 관리 및 홍보, 도내 혁신클러스터들의 비전 제시 기능 등 다양한 역할을 전문적으 로 수행하게 된다. 이러한 지자체 고유의 과학기술진흥 전담 조직은 행정조직의 전문성을 보완하고 과학기 술 정책리더십 강화를 통해 지역혁신체제의 효율성 제고에 도움을 줄 것으로 기대되므로 지속적인 투자와 타시도의 학습이 요구된다.
