Korea government has changed the basis of regional policy from Balanced National Development to Regional Development. Particularly, the current government has applied the changed policy direction to Basic Plan for Science and Technology(577 Strategy). Also the government revised and compensated “The Third Total Plan for National S&T Promotion” in order to reflect the changes in the policy roles and policy domains of related government bodies. Those are representing the shift of policy paradigm for regional development. One significant feature is that regional government may be seen as having an opportunity to establish new regional R&D policies that are more in-tune with the needs of their regions. This study explores the changes in regional innovation policy and regional institutions. This study discusses the role and function of central and regional government, which emphasize the functional importance and allocation of national resources for encouraging regional R&D. Especially, this study emphasizes the need for change of regional administration system that can support the regional development policy paradigm.

현 정부는 기존의 참여정부의 <국가균형발전계획>에서 <광역경제권>으로 지방과학기술 정책기조의 큰 변화를 가져왔다. 특히 현 정부는 <과학기술기본계획(577전략)>내 지방 과학기술정책기조를 반영하고 2007년 수립한 <제3차국가과학기술진흥종합계획>을 2009년 수정⋅보완하여 관련 부처와 사업주무부서의 변화를 반영하는 등의 적극적인 지방과학기술진흥을 위한 정책 패러다임의 일련의 변화를 보여주고 있다. 여기서 가장 큰 특징은 기존에 많이 제기되었던, 지자체 스스로의 자율⋅분권을 강조하는 동시에, 지역 수 요중심의 차별화⋅특성화를 강조할 수 있는 지방과학기술진흥 정책구조를 가지게 되었다. 본 연구는 이러한 일련의 정책기조 및 방향성의 변화와 구체적인 행정체계의 변화에 따른 과학기술정책 관점의 패러다임 변화를 살펴보고자 한다. 이를 위해 중앙정부와 지방정부의 역할과 기능의 중요성과 배분 측면에서 지방과학기술의 발전방향을 모색해 볼 것이다. 또한 주요 행정체계 개편과 정책수단의 변화를 살 펴보면서 논의를 뒷받침하기로 한다.
