Since the 21st century is the era of localization, it is very important to implement effective regional and national innovation systems. Nowadays, therefore, regional governments in Korea have started to exert great efforts to develop their science and technology(S&T). Now it is required to newly set up the cooperation model between regional and central governments. For the effective collaboration, it is essential to link regional and national innovation systems. In other words, the collaboration as well as the specialization between central and regional governments is required to build competitive regional innovation systems, to effectively manage deficient resource, and to maximize the promotion effect of the regional science and technology. In this context, this paper discussed the concept and constituent factors of regional innovation system and the current status of Korean regional innovation systems after the adoption of local innovation system into the country. Lastly, the effective cooperation scheme between central and regional governments was discussed. In particular, this paper suggested four principles of effective collaboration: self-reliance, localization, dual strategy, and gradual approach. These principles seem to be useful for strengthening the collaboration between central and regional government and build up the Korean collaboration model. This paper also emphasized that the development of regional innovation system should be led mainly by region itself under the effective cooperation between central and local governments.

21세기는 지방화 시대라는 점에서 이들 문제점을 해결하고 효율적 지역혁신체제와 국가혁신체제의 구축 의 중요성을 더욱 크게 대두되고 있다. 이제 지방정부들이 과학기술진흥에 대한 열의가 있는 만큼 지방정 부와 중앙정부간 협력모델을 새로이 정립하여야 할 때이다. 과학기술정책을 둘러싼 중앙과 지방의 협력의 관점에서는 지역혁신체제와 국가혁신체제의 연계의 관점이 매우 중요하다. 즉, 경쟁력 있는 지역혁신체제 를 구축하고 부족한 국가과학기술자원을 효율적으로 활용하고 지역과학기술진흥 효과를 극대화하기 위해 중앙정부와 지방정부간의 효율적인 분업은 물론 양자간의 긴밀한 협력이 필요하다. 이를 위하여 본 논문에서는 우선 지역혁신체제의 개념 및 구성요소를 살펴보고, 지방자치제도 시행 이후 우리나라의 지역혁신체제의 발전 현황을 검토한 후, 우리나라 지방정부와 중앙정부간의 효율적인 협력방안 을 모색하였다. 특히 협력모델의 구축에 있어서는 협력의 방향과 내용의 부분에서 협력의 방향으로서 자조 의 원칙, 지역특화의 원칙, 양면전략의 원칙, 점진적 접근의 원칙을 제시하였다. 이들은 중앙정부와 지방정 부의 협력을 공고화 하고 한국적 협력 모델을 구축하는데 좋은 지침이 될 것으로 보인다. 아울러 본 논문 에서는 앞으로 중앙정부와 지방정부의 효율적인 협력 하에 지방주도형 지역혁신체제로 발전되어 가야 할 것임을 강조하였다.
