There are many science and technology parks in the world. Even though the names are different, the science and technology parks can be defined as the kind of an innovation cluster, which works as the critical player in one's regional or national innovation system. Many countries are trying to establish successful innovation cluster with policy support. However, the government policies often fail because they ignore the development and success factors of the innovation cluster. In this paper, the development pattern and success factors of innovation clusters are reviewed and identified. And the development of Daedeok Innopolis is analyzed accordingly. Finally, innovation policy implications were made for the development of successful innovation clusters in other countries.

기술혁신은 산학연 혁신주체들이 집적된 곳에서 잘 일어난다. 이에 따라 많은 나라들이 정책적으로 과학 기술집적 단지를 육성하고 있다. 사이언스 파크, 테크노 파크, 테크노폴리스, 이노폴리스, 과학원구 등 다양 한 이름이 있지만 집적화된 곳에서 기술혁신을 목표로 한다는 점에서 혁신클러스터의 다양한 형태라 할 수 있다. 그런데 혁신클러스터의 발전 및 성공에 대한 깊은 이해가 없어 이런 단지들이 정책으로 기대했던 것 만큼 성공하지 못하는 경우가 많다. 본 논문에서는 기존 연구나 사례에서 제시된 혁신클러스터의 발전 과정 및 성공요인을 검토하고 대덕연 구개발특구의 사례를 분석하였다. 분석결과 대덕연구개발특구는 “연구개발견인형 혁신클러스터”로 “하향식 발전 단계” 경로를 따라 성장단계로 들어선 것으로 판단되었다. 대덕연구개발특구의 사례는 혁신클러스터 의 성공이 과학기술적 요인뿐만 아니라 비즈니스, 입지, 거버넌스 등 다양한 요인들에 달려 있으며, 혁신클 러스터의 환경 및 발전 과정에 적합한 정책이 성공에 매우 중요하다는 점을 시사한다.
