The purpose of this study is to analyze residents' consciousness about the necessity and method of administrative consolidation through the survey analysis in case of Andong and Yecheon, and to derive its policy implications. Its results are as follows. First, due to the separation of administrative districts in the provincial new town, there are serious problems such as inconvenience to residents and inefficiency of administration, and as a solution for them, the administrative consolidation of Andong and Yecheon is necessary. Second, sufficient considerations should be given to political factors that may make it difficult by the conflicts caused by political interests in the process of administrative consolidation. Third, there would be no serious conflicts as there is a tendency in the perception of residents regarding the name of the consolidated city and the location of its government building.

본 연구는 안동시와 예천군의 행정구역 통합에 관련된 주민의식 조사분석을 통하여 행 정구역 통합의 필요성 및 방안에 관한 정책적 시사점을 도출하는 것을 그 목적으로 하고 있다. 연구결과는 다음과 같다. 첫째, 도청신도시의 행정구역 분리로 인하여 주민불편, 행 정의 비효율성 등의 문제가 심각하며, 이를 해결하기 위한 방안으로 안동시와 예천군의 행정구역 통합이 필요하다는 것이다. 둘째, 행정통합과정에서 정치적 이해관계에 의한 갈 등으로 통합을 어렵게 만들 가능성이 있어 정치적 요인에 대한 충분한 고려가 필요하다. 셋째, 통합시의 명칭과 청사 소재지에 관하여 주민들의 인식에 경향성이 나타나고 있어 갈등이 크게 없을 것이다.
