This study identified the reason why local extinction situations rarely occur in Western developed countries, but occur severely in Korea. To this end, the regional problems of Western developed countries and Japan were compared with those of Korea. Regional disparities occurred in most countries, but no western developed countries were found in a serious situation to the extent of local extinction. To find the reason, we compared the differences between Western developed countries and Korea. As a result, it was confirmed that the factor that hinders regional development the most is the outflow of local talented people, and that the outflow of local talent does not occur in Western developed countries as much as in Korea. In the case of Korea, we could see that the outflow of local talent intensified as the discrimination against local universities was combined with the ranking of universities, but discrimination against local universities was not found in Western developed countries. It is concluded that a legal device that prohibits discrimination against local universities can prevent the outflow of local talent, which can alleviate local extinction.

본 연구는 지방소멸 상황이 서구 선진국에서는 거의 발생하지 않는 반면, 한국에서는 심각하게 발생하는 이유에 대해 파악하였다. 이를 위해, 서구 선진국들과 일본의 지역문 제를 우리나라의 지역문제들과 비교하였다. 지역간 격차는 대부분의 국가들에서 발생하였 으나 지방소멸에 이를 정도의 심각한 상황에 처한 서구 선진국들은 발견되지 않았다. 그 이유를 찾기 위해 서구 선진국들과 우리나라와의 차이점들을 비교했다. 그 결과 지역발전 을 가장 저해하는 요인이 지역인재 유출인데, 지역인재 유출이 서구 선진국들에서는 우리 나라만큼 발생하지 않는 것을 확인하였다. 지역인재 유출은 지방대에 대한 차별이 대학 서열화와 합쳐지면서 심화된다는 것을 우리나라의 경우에서 볼 수 있었는데 서구 선진국 들에서는 지방대에 대한 차별이 발견되지 않았다. 따라서 지방대에 대한 차별을 금지하는 법적인 장치는 지역인재 유출을 방지하고, 이는 지방소멸을 완화할 수 있다는 결론을 도 출하였다.
