Purpose : This study aims to propose measures for enhancing management performance by examining the similarities and differences between the management goals and strategies of port authorities. Research design, data, methodology : The data used in this study was obtained and analyzed from the public institution management information disclosure system(www.alio.go.kr) and the information disclosed on each Port Authority’s official website. Results : The management strategy of a public institution refers to the overall operational plan of the organization, incorporating its core values, principles, mission, vision, and strategic objectives. Conclusions : By examining the management objectives and strategies of various port public enterprises, which operate in related industries, this study aims to analyze the direction each institution is pursuing and evaluate their management performance by identifying similarities and differences.

공공기관의 경영전략은 조직의 미션, 비전, 핵심가치 및 전략 목표 등을 포함하여 기관이 추구 하고자 하는 핵심가치 및 철학을 포함하는 전체 조직의 운영전략이라고 할 수 있다. 특히 공공 기관으로서의 공공성, 경영효율성 향상 및 대국민 서비스 제고라는 상존하는 가치를 적절히 반영하는 경영전략의 내재화는 조직의 성과에 반영될 뿐만 아니라 조직 구성원의 신뢰 및 업 무협력지향에 중대한 영향을 미친다. 우리나라는 국가소유의 항만시설을 보다 효율적으로 운영하기 위해서 법령에 따라 부산(2004 년), 인천(05년), 울산(07년), 여수광양(11년)에 각각 설립하였다. 설립 이후 공공기관 경영평가 의 저조한 결과를 질타하는 국회 및 감사원 등의 요구에 대해 주무부처의 지원과 개별 항만공 사의 적극적인 평가대응을 통해 항만공기업의 평가결과가 점진적으로 상승하는 결과를 보이 고 있다. 본 연구를 통해 항만관련 유사업종인 항만공기업의 경영목표 및 전략의 유사성, 차이점 등 분 석을 통해 각 기관이 추구하고자 하는 방향성을 분석하고 경영성과를 점검하고자 한다.
