This paper argues that the European Union is developing a North Korea policy position of 'critical engagement' and active pressure with sanctions against North Korea with the aim of strengthening its role as an external actor. The European Union's presence as an external actor has been questioned because of its lack of hard power, such as traditional military power. However, the elements of foreign policy based on the values used by the EU give strength to pursuing the EU's external action as a normative power. In particular, common policies that regulate actions that violate basic values, such as North Korea's denuclearization and non-proliferation of weapons of mass destruction, reduce differences among EU member states in terms of regulating values violating values for third countries with little interest. At the same time, solidarity can be promoted, and secondly, by strengthening a common external voice at the EU level, solidarity with international partner countries that share values is sought and occupied a leading position in this field.

이 글은 유럽연합(EU)이 대외적 행위자로서의 역할 강화를 목적으로 ‘비판적 관여’라는 대북정책 입장과 적극적 대북제재를 전개해나가고 있음을 주장한다. EU는 전통적 군사력과 같은 하드파워의 결여를 이유로 대외적 행위자로서의 존재감에 의문이 제기되어져왔다. 하지만 EU가 구사하는 가치에 기반한 대외정책의 요소들은 규범권력으로서의 대외적 행위력 강화에 힘을 실어준다. 특히 북한의 비핵화와 대량살상무기의 비확산과 같은 기본적 가치에 위배되는 행위를 규제하는 공동의 정책들은 첫째, 이해관계가 적은 제3국에 대한 가치 위배 규제라는 측면에서 회원국들간 이견을 줄이는 동시에 결속력을 도모할 수 있으며, 둘째, EU 차원의 공동의 대외적 목소리를 강화함으로 인해 가치를 공유하는 국제적 파트너 국가들과 연대를 도모하고 이 분야에 있어 선도적인 지위를 점유하고자 한다.
