Various measures and systems are in place to protect the interests of the government, criminal justice agencies, community agencies, and criminal justice agencies to prevent child abuse, but child abuse articles are still continuing. Still, various problems such as ambiguity in the concept of discipline and abuse, lack of a sense of reporting, and lack of budget do not protect the rights of abused children. The analysis of deaths caused by child abuse shows that the age of abusers is the highest in their 20s, and that high school dropouts and high school graduation are the problems in poor childbirth, poor parenting knowledge, and poor parenting environment. Accordingly, if the improvement of the policy system due to the education of parents, the information system sharing method of parenting knowledge, and the support of the parenting environment is not urgently improved, the number of deaths due to child abuse in our society is expected to increase steadily. In particular, child re-abuse was the most common in children between the ages of 13 and 15. Parents in their 20s were repeatedly abused. As this is closely related to the increase in the number of children dying of abuse, it is urgent to introduce a management system to improve policies to prevent this. To this end, we propose to develop a sharing system for child abuse using smart technology, establish a specialized child protection agency under Article 45 of the Child Welfare Act, establish an ordinance for selecting "child abuse officials" by local governments, and revitalize the "e-child happiness support system" using big data analysis to prevent abuse.

아동학대를 예방하기 위한 정부, 형사사법기관, 지역사회기관, 형사 사법기관의 관심과 학대피해아동의 권리보장을 위한 다양한 대책과 제 도가 마련되어 있지만 여전히 아동학대 기사는 끊이지 않고 있다. 여 전히 훈육과 학대의 개념 모호성, 신고의식의 결여, 예산의 부족 등 다양한 문제점 등은 학대피해아동들의 권리를 보호하지 못하고 있다. 아동학대로 인한 사망사례를 분석 결과 학대행위자 연령이 20대가 가장 많다는 점과, 고등학교 중퇴와 고등졸업이 많게 나타났다는 것은 부모로서 준비가 미흡한 상태의 출산과, 부족한 육아 지식 및 궁핍한 양육환경에서의 문제로 보인다. 이에 따른 부모준비의 교육, 육아지식 의 정보체계 공유방식, 양육환경의 지원에 따른 정책적 제도의 개선이 시급히 개선되지 않는다면 우리사회의 아동학대로 인한 사망사례는 꾸 준히 증가할 것으로 보인다. 특히 아동재학대는 만13세에서 15세 사이의 아동들에게 20대 부모 가 중복학대가 일어나는 경우가 가장 크게 나타났다. 이는 학대로 사 망하는 아이들의 증가와도 깊은 관계가 있음에 따라 이를 예방하기 위 한 정책적 개선을 위한 관리제도의 도입이 시급한 실정이다. 이를 위해 첫째, 스마트 기술을 활용한 아동학대가해자 공유 시스템 의 개발, 둘째 즉각분리제도의 활성화를 위한 「아동복지법」제45조 아동보호전문기관의 설치등 개정, 셋째, 지자체별 ‘아동학대전담공무 원’의 선발의 조례안 신설, 넷째, 재학대 예방을 위한 빅데이터 분석을 활용한 ‘e아동행복지원시스템’의 활성화를 제안해 본다.
