Despite numerous recent research papers on CPTED, studies on official CPTED standards are rare. TC292 Security & Resilience, ISO Technical Committee of the International Standards Organization, accelerated standardization of social safety and security. In particular, in September 2016, Korea's "Security and Crime Prevention Environment Design and Management" project was officially adopted. In this study, specific implications were presented after analyzing the main contents of the ISO 22341 standard, a newly created international standard. First, after examining the scope and concept of the standard, the contents of ISO 22341 standard, including the environmental context of crime, the core elements and strategies of CPTED, the CPTED implementation process, and the six principles, were analyzed and summarized in order of table of contents. Subsequently, the meaning of the enactment of ISO 22341 standard was explained with specific examples of use in the order of its position as the first global standard in this field, implications for domestic legal systems and practices, and conformity assessment measures such as ISO certification. In order for Korea to respond to international standards in the CPTED field, such as ISO 22341, it may be necessary to induce related public institutions and physical security companies, such as the police who lead the CPTED project, to be familiar with and comply with global standards. Furthermore, if conditions permit, we should be able to lead ISO standards by proposing guidelines or standards through our National Standard Body (NSB) when relatively more reasonable or systematic CPTED practices or technologies are developed or accumulated in Korea than other developed countries.

최근 CPTED와 관련한 수많은 연구 논문들에도 불구하고 공식적인 CPTED 표준 (standards)에 대한 연구는 드문 편이다. 국제표준기구 ISO 기술위원회인 TC292 Security & Resilience에서 사회안전 및 보안 분야의 표준화를 가속화하고 있는 가운 데, 특히 2016년 9월 ISO/TC 292 에딘버러 총회에서 CPTED분야의 경험이 단기간 에 상당히 축적된 한국이 제안한 ‘보안 및 범죄예방환경 설계 및 관리’ 프로젝트가 공식 채택이 되어 표준 개발이 추진되었고, 결국 약 4년간의 논의와 검증 과정을 거쳐 ISO 22341 범죄예방환경설계 가이드라인 표준으로 제정이 완료되었다. 이 연 구에서는 이렇게 새롭게 탄생한 국제규격인 ISO 22341 표준의 대략적인 내용을 분 석한 후 구체적인 함의와 시사점을 제시하였다. 먼저 주요 내용으로는 표준의 적용 범위와 개념을 살펴본 후, 범죄의 환경적 맥락, CPTED의 핵심요소 및 전략, CPTED 실행 프로세스 및 6대 원칙 등 ISO 22341 표준의 내용을 목차 순으로 분석 및 정리하 였다. 이어서 ISO 22341 표준 제정의 의미는 이 분야 최초의 글로벌 스탠다드로서의 위치, 국내 법제도 및 실무에 대한 시사점, ISO 인증 등 적합성평가 방안 등의 순으 로 구체적 활용 예시와 함께 설명하였다. 우리나라가 ISO 22341와 같이 국제적으로 긍정적인 평가를 받고 있는 CPTED 분야 국제표준에 대응하기 위해서는 먼저 CPTED 사업을 주도하는 경찰 등 관련 공공기관들과 물리보안회사들이 글로벌 스 탠다드를 숙지하고 준수하도록 유도하는 것이 필요할 수 있다. 나아가 여건이 허락한다면 우리나라에서 다른 선진국에 비하여 상대적으로 더 합리적이거나 체계적인 CPTED 실무나 기술이 개발되거나 경험 축적이 이루어질 경우에는 우리가 가진 지 침(guidelines)이나 기준을 우리의 NSB(National Standard Body)를 통해 제안하여 표준 화 프로젝트로 채택되게 함으로써 ISO 표준을 선도하는 모습을 보여줄 수 있어야 할 것이다.
