Supplementing the limitations of police-centered public security, the importance of private security is considerable. To improve private security management, this study explored alternatives by examining the problems recognized by police practitioners and their opinions on improvements. To this end, data were collected from 100 practitioners who entered the training course of the Police Human Resources Development Institute in 2020. Analyzing the interview data, problems and improvements of the private security management system were derived as a main category, and those related to the security guard disposition abolition reporting system, security guard service experience certificate issuance, security guard disqualification inquiry, private security training and personnel management in charge were classified as sub-topics. Specifically, unification of reporting channels for abolition of security guard deployment, implementation of a real-time output system for work experience certificates, advancement of a search system for reasons for disqualification of security guards, financial support for security guards' online training, and systematic evaluation for quality control of online training, etc., were derived as improvements. In addition, improving the job training system for security instructors, securing professional personnel for private security positions in the police organization, and establishing a private security division and public-private cooperation committee in the National Police Agency were also suggested.

경찰 중심 공경비의 한계점을 보완하는 측면에서 민간경비의 중요성은 커지고 있 다. 본 연구는 민간경비 관리에 대한 개선을 위해 경찰 실무자들이 인식하고 있는 문제점과 개선방안에 대한 의견을 조사하여 대안을 탐색하였다. 이를 위해 2020년 경찰인재개발원의 민간경비관리자 교육과정에 입교한 100명의 실무자들을 대상으 로 자료를 수집하여 분석하였다. 인터뷰 자료를 분석한 결과, 민간경비관리체계의 문제점과 개선방안이라는 대주제가 도출되었고, 경비원 배치폐지 신고시스템, 경비 원 근무경력 증명서 발급, 경비원 결격사유 조회, 민간경비 교육 및 담당 인력 운용 관련 문제점과 개선방안이 하위주제로 분류되었다. 구체적으로, 경비원 배치폐지 신 고경로의 일원화, 근무경력 증명서의 실시간 출력시스템 구현, 경비원 결격사유 조 회시스템의 고도화, 경비원들의 온라인 교육에 대한 비용지원체계 마련, 온라인 교 육의 품질관리를 위해 체계적인 평가 수행의 필요성 등이 개선안으로 도출되었다. 추가적으로, 경비지도사의 경우 직무교육체계 개선, 경찰청의 경우 경찰조직의 민간 경비 담당보직의 전문인력 확보, 민간경비과 및 민관협력위원회 설치 등 대안도 제 시하였다.
