Although Korea has been doing various efforts to protect national core technologies, there are many difficulties for small and medium-sized enterprises (SMEs) with weak security levels. Accordingly, despite policy discussions for improving the security level of SMEs, physical security is still lacking, and most of them end up as one-time support, so the overall security level improvement of SMEs has not been achieved. Therefore, the purpose of this study is to discuss physical security support ways for SMEs having national core technology. To this end, police and guard systems among physical security reinforcement measures were compared and analyzed, and based on strengths and weaknesses of each measures and the registered security guard system analyzed, in the case of small and medium-sized enterprises with national core technology, physical security reinforcement measures using the registered security guard systems were presented with operation, policy and role of that. This study has academic significance in that it compares the institutional advantages of the registered security guard, special judicial police, and private security for support of SMEs possessing national core technology. It also has practical significance in suggesting a direction for physical security support measures for SMEs having national core technology.

우리나라는 국가핵심기술을 보호하기 위해 다양한 노력을 기울이고 있지만, 보안 수준이 열약한 중소기업의 경우에는 많은 어려움이 있다. 이에 중소기업의 보안 수 준 향상을 위한 정책적 논의들이 진행되어 왔음에도 불구하고 여전히 물리적 보안에 대한 지원은 부족한 것으로 나타났으며 대부분이 일회성 지원으로 끝나고 있어 중소 기업의 전반적인 보안수준 향상은 이뤄지지 못하고 있는 상황이다. 이에 본 연구는 국가핵심기술 보유 중소기업을 위한 물리 보안 지원방안에 대해 논의하는 것을 목적 으로 한다. 이를 위해 물리 보안 강화 방안 중 경찰 및 경비 제도를 비교 분석하고, 각 제도의 장단점과 청원경찰의 효과성을 분석한 내용을 바탕으로 국가핵심기술을 보유한 중소기업에 청원경찰 제도를 활용한 물리 보안 강화 방안에 대해서 운영･정 책･역할 내용의 활용방안과 청원경찰이 주는 기대효과를 제시하였다. 본 연구는 국 가핵심기술 보유 중소기업의 지원을 위하여 청원경찰, 특별사법경찰, 민간경비의 제 도적 이점을 비교하였다는데 학술적 의의가 있으며, 국가핵심기술 보유 중소기업의 물리적 보안 지원 방안에 대한 방향을 제시하였다는 점에서 실무적 의의가 있다.
