This study aims to verify the impacts of the communication ability and problem-solving ability of military alternative social workers who working in the field of health and welfare on emotional capital in the post-COVID-19 era. For this study, a survey was conducted with military alternative social workers who participate the basic job education and in-depth education for them, and they were asked to report on their communication ability, emotional capital, and problem-solving ability themselves. The survey was conducted for about three months from April through June, 2022, and the responses of 633 social workers were utilized for the final analysis. Frequency analysis, descriptive statistics, correlation analysis, and multiple regression analysis were conducted, using SPSS 27.0 to understand the present status of the subjects of the survey, and the research results drawn are as follows: First, it turned out that there were differences among communication ability, problem-solving ability, and emotional capital according to the socio-demographic of military alternative social workers. Second, it turned out that problem-solving ability showed full mediation effect in the relationship between military alternative social workers’ communication ability and emotional capital. Based on these research results, this study proposed measures for promoting military alternative social workers’ emotional capital in the post-COVID-19 era, presented practical measures for education to improve their communication ability and problem-solving ability and proposed practical and institutional measures for forming a supporting system in the organization.

본 연구의 목적은 포스트 COVID-19 시대에서 보건복지분야에 근무하는 사회복무요원의 의사소통능력이 감성자본에 미치는 영향과 문제해결능력을 검증하는 것이다. 본 연구를 위해 기본직무교육․심화직무교육에 참여하는 사회복무요원을 대상으로 설문조사를 진행하였고, 의사소통능력, 감성자본, 문제해결능력을 묻는 설문지에 자가보고 하도록 하였다. 조사는 2022년 4월부터 6월까지 약 3개월간 진행하였고, 최종 분석에 633명의 응답을 활용하였다. 조사대상자의 실태를 파악하기 위해 SPSS 27.0 프로그램을 사용하여 빈도분석, 기술통계, 상관관계분석, 다중회귀분석을 실시하였으며, 도출한 연구결과는 다음과 같다. 첫째, 사회복무요 원의 인구사회학적 특성에 따라 의사소통능력, 문제해결능력, 감성자본에는 차이가 있는 것으로 나타났다. 둘째, 사회복무요원의 의사소통능력과 감성자본 간의 관계에서 문제해결능력은 완전 매개효과가 있는 것으 로 나타났다. 이 연구결과를 바탕으로 포스트 COVID-19 시대에서 사회복무요원의 감성자본을 높이기 위한 방안과 의사소통능력 및 문제해결능력을 향상시키기 위한 실제적인 교육 방안 제시, 조직 내 지지체계를 형성하기 위한 실천적․제도적 방안을 제언하였다.
