Overseas countries such as China and the EU are actively taking the lead in global regulations and standards while approaching the battery recycling industry as part of decarbonization energy conversion and environmental policies. The Korean Agency for Technology and Standards, led by the Ministry of Trade, Industry and Energy, is planning to standardize raw materials extracted during the battery recycling process, develop standard substances such as recycled cobalt sulfate and recycled lithium carbonate, and complete the test method and certification standards by the end of 2023. In this paper, we will review the status of standardization of battery recycling in Korea and abroad, and propose a plan to create a foundation for the circular economy of waste batteries in connection with the Good Recycled product(GR) certification system.

중국, EU 등 해외 국가들은 배터리 재활용 산업을 탈탄소 에너지 전환과 환경정책의 일환으 로 접근하면서 글로벌 규제, 표준 선점에 적극적으로 나선 상황이다. 우리 정부도 산업통상자 원부 국가기술표준원이 주축으로 배터리 재활용 과정에서 추출되는 소재의 표준화를 우선 추 진하고 있는데 재활용 황산코발트, 재활용 탄산리튬 등 재활용 양극소재 순도확인 평가를 위한 표준물질 개발, 순도 측정 시험방법 및 인증기준 마련 등을 2023년 말까지 완료하겠다는 방침 이다. 이에 본 고에서는 배터리 재활용 관련 국내·외 표준화 현황을 살펴보고, 산업부 우수재활 용제품(GR) 인증제도와 연계하여 폐배터리의 순환경제 기반 조성 방안을 제안하고자 한다.
