This paper reveals that China's international development cooperation as a method of literature research and case study is in line with the SDGs proposed by the UN. Although China’s international development cooperation started later than other OECD DAC countries, the adaptation of the development process and cooperation method in the field of international development cooperation has Chinese characteristics, and its purpose and purpose are quite consistent with OECD DAC's ODA. In particular, case studies demonstrate that China's recent cooperation in developing ASEAN is underway within the large framework of SDGs proposed by the United Nations. The international community is conducting international development cooperation in various ways in various fields, but it is generally focused on fully solving the development problems of the global community, such as society, economy, and environment emphasized by the UN’s MDGs and SDGs. Some international communities criticize China’s international development cooperation because it does not fully match the ODA method carried out by OECD DAC countries, but from the perspective of SDGs, China's international development cooperation is easier to accept in the recipient country. This study analyzes the current status of China’s international development cooperation and changes and causes in various fields before and after SDGs, focusing on ASEAN countries, and explains and analyzes the current 17 goals and requirements of China’s international development cooperation and SDGs through cases. The ASEAN region was a key target of China’s international development cooperation for geopolitical reasons. In particular, after the announcement of SDGs, China’s international development cooperation has become rich in content and diversified in form through The Belt and Road Initiative, promoting joint development between China and the ASEAN region. The achievements of China’s development cooperation with ASEAN will continue to expand its scope. Therefore, I am confident that China’s international development cooperation can be expanded to follow-up studies in Africa, Latin America, and other regions through an analysis framework called SDGs.

본 논문은 문헌연구와 사례연구의 방법으로 중국의 국제개발협력이 UN이 제시한 SDGs 에 부합하고 있을 밝히고 있다. 중국의 국제개발협력은 다른 OECD DAC 국가들에 비해 그 출발점이 늦었지만 국제개발협력 분야의 발전과정과 협력방식의 적응은 중국적 특색을 가짐과 동시에 그 취지와 목적은 OECD DAC의 ODA와 상당한 일치점을 보이고 있다. 특히 최근 중국의 대아세안 개발협력은 UN이 제시한 SDGs라는 큰 틀 안에서 진행되고 있음을 사례연구를 통해 논증한다. 국제사회는 다양한 분야에서 다양한 방식을 통해 국제개발협력을 진행하고 있지만, 일반 적으로 UN의 MDGs, SDGs가 강조하는 지구촌의 사회, 경제, 환경 등의 발전문제를 완전히 해결하는 것을 핵심으로 한다. 중국의 국제개발협력의 방식이 OECD DAC 국가들이 수행하 는 ODA 방식과 완전히 일치하지 못해 일부 국제사회의 비판이 있기도 하지만, SDGs의 관점에서 보면 중국의 국제개발협력이 오히려 수원국에서 더 쉽게 받아들일 수 있는 측면도 있다. 본 연구는 SDGs 틀에서 아세안 국가를 중심으로 중국의 국제개발협력의 현황과 SDGs 전후 각 방면의 변화와 원인을 분석하고, 사례를 통하여 현재 중국의 국제개발협력과 SDGs의 17가지 목표 및 요구사항을 설명하고 분석하고 있다. 아세안 지역은 지정학적 이유로 중국의 국제개발협력의 핵심 협력 대상이었다. 특히 SDGs가 발표된 후 중국의 국제개발협력은 ‘일대일로 구상’을 통하여 그 내용이 풍부해 지고 형태도 다양해져 중국과 아세안 지역의 공동 발전을 촉진하게 되었다. UN이 제시 한 SDGs의 범주에서 중국이 아세안 지역에 추진하고 있는 국제개발협력의 형태와 방식 은 중국과 아세안 국가들과의 유대 관계를 더욱 강화하고, 국제사회에서 중국의 활동 범위를 확장하는 발판이 되고 있다. 중국의 대아세안 개발협력의 성과는 지속적으로 그 범위를 확장해 갈 것이다. 따라서 중국의 국제개발협력을 SDGs라는 분석틀을 통해서 아프리카, 라틴아메리카 등 기타 지역에 대한 후속 연구로 확대 진행해도 되리라 확신한다.

本文通过文献研究和事例研究的方法，揭示了中国的国际开发合作符合联合国提出的 SDGs. 中国的国际开发合作与其他OECD DAC国家相比起步较晚，但适应国际开发合 作领域的发展过程和合作方式具有中国特色，同时其宗旨和目的与OECD DAC的ODA 有相当大的一致性. 特别是通过事例研究证明了近年中国对东盟的开发合作是在联合 国提出的SDGs大框架内进行的. 国际社会在各个领域通过多种方式开展国际开发合作，但一般以联合国的MDGs、 SDGs所强调的地球村社会、经济、环境等发展问题为核心. 虽然中国的国际开发合作方 式与OECD DAC国家执行的ODA方式不完全一致，受到了国际社会的批判，但从SDGs 的角度来看，中国的国际开发合作反而更容易被受援国接受. 本研究围绕SDGs框架下以 东盟国家为中心，分析了中国国际开发合作的现状以及SDGs前后各方面的变化和原 因，通过案例分析说明了中国目前的国际开发合作和SDGs的17个目标和要求. 由于地缘政治原因，东盟地区一直是中国国际开发合作的核心合作对象. 特别是SDGs 提出后，中国的国际开发合作通过一带一路构想实施，其内容丰富，形态多样，促进了 中国和东盟地区的共同发展. 在联合国提出的SDGs范畴内，中国在东盟地区推进的国际 开发合作形式和方法，是进一步加强中国和东盟国家的关系纽带、扩大中国在国际社会 活动范围的跳板，中国与东盟的国际开发合作成果也将持续扩大. 因此，中国国际开发 合作可以通过SDGs这一分析框架，扩展到非洲、拉丁美洲等地区，进行后续研究.
